| The establishment and implementation of green supply chain has become more and more essential for enterprises to provide environmentally friendly products and move towards sustainable development.Suppliers, source companies of supply chain, determine the benefits of the whole green supply chain and the competitiveness of enterprises directly. And they also play an important role in obtaining the economic and environmental profits for enterprises. In particular, how to conduct scientific research on evaluating and long-term performance control of suppliers is quite essential, which is an urgent issue to be studied in the process of construction of green supply management and promoting the improvement of green supply chain continuously.Firstly, this paper conducts literature research on the researches that relate to the criteria system of green evaluation. Then, the author uses Best-Worst-Method and expert knowledge to build a criteria system of economy and environment, which also lays a solid foundation for the static evaluation and dynamic control of suppliers’ green performance. This method overcomes the decision bias that caused by anchor cognition in traditional analytic hierarchy process and improves the decision accuracy.Secondly,a modified model based on the data envelopment analysis model is proposed to compute the green performance results of each supplier in the discrete time series and identify the inefficient suppliers by considering the dual-role and the undesirable output. The input-output variables of inefficient suppliers are projected to the production front is obtained based on the relaxed variable model. So as to measure the input-output improvement space value of inefficient suppliers. At the same time, this model can encourage suppliers to learn from benchmark enterprises located in the production frontier, and promote healthy competition among suppliers,so as to improve the overall green performance level of suppliers. Then,in order to measure the green performance of suppliers accurately under the panel data, this paper proposes a model that measures the green total factor productivity index(TFP)of each supplier over a period, including dual factors and environmental outputs, and defines the variation range of supplier performance.Furthermore,TFP can be subdivided into Technical Efficiency(TE)change index and Scale Efficiency(SE)index. The reason for the decline of green total factor productivity index of nonproduction frontier suppliers can be shown by comparing the TE and SE index,it can also provide decision support for the improvement direction of suppliers.According to the performance fluctuation trend of non-frontier production surface suppliers, the risk level of suppliers is divided,so as to provide data support for supplier management decision. Finally,by taking a company in automobile industry as an example, the green performance of its core suppliers is evaluated.Green criteria system is build based on the characteristics of the auto industry.Through inputting suppliers operating data from 2012 to 2017,this paper using two phase static and dynamic model to analyze the supplier, identified under the cross-section data of two low efficiency suppliers and panel data of12 non-production frontier suppliers, and recognize the reason its green total factor productivity index decline, which also divide low efficiency suppliers into three risk level and identified four high-risk suppliers. The results provide data support in risk control in advance.Meanwhile, this study also provides the reference for the evaluation and control of supplier’s green performance in other industry or similar companies. |
