Ecological Environment Effect Of Transfer Payment In Ecological Functional Areas In China

This thesis is based on the theoretical and empirical research on the ecological environment effect of China's ecological function area transfer payment based on the perspective of local government's ecological protection behavior incentives.On the basis of summarizing and analyzing the domestic and international research results of the impact of transfer payment on government behavior,the impact of ecological function area transfer payment on the ecological environment and the impact of local government environmental governance behavior on the ecological environment,this paper combines the transfer of China's national key ecological function area.The history and reality of the proposed and changed system of payment,and the theoretical logic analysis of the transfer of ecological function area to the choice of local government behavior,and the impact mechanism of the eco-environmental effect of ecological function area transfer payment based on local government ecological environmental protection behavior,and Constructing an internal mechanism test model for ecological function area transfer payment affecting ecological environment improvement,judging whether the impact of ecological function area transfer payment on ecological environment improvement depends on local government ecological protection behavior,and how to improve ecological environment quality through local government ecological environmental protection behavior Further based on the perspective of local ecological protection behavior incentives,select the data from 21 provinces(municipalities and autonomous regions)in 2008-2016 to assess the ecological environmental effects of fiscal transfer payments in ecological function areas,and distinguish between different places.House behavioral preferences,different transfer payment system constraints strength and size of the different transfer payments such as test for heterogeneity analysis.Finally,on the basis of the analysis of the empirical results of this paper,the paper puts forward the relevant policy recommendations for the ecological protection behavior of the ecological function area in China to stimulate the local government's ecological protection behavior,and then improve the quality of the ecological environment.1.Basic conclusion in the thesis(1)Effectively improve the quality of local ecological environment,but the improvement of the overall ecological environment needs to be strengthened.The transfer of ecological function zones in China has played a positive role in improving the quality of ecological environment represented by water quality,but it has improved the complex overall ecological environment.The situation is not optimistic and needs to be further strengthened.(2)The scale effect of the ecological function area transfer payment to improve the ecological environment plays an obvious role,but the institutional incentive effect does not fully reflect that the transfer payment is only used as the financial compensation for local government environmental protection expenditure,and the ecological environment is improved through the scale effect of funds.The more environmental protection expenditures,the more beneficial it will be to enhance the marginal impact of the transfer payments in ecological functional areas.However,as an institutional incentive,it is not obvious to fundamentally motivate and guide local governments to improve the effectiveness of ecological environment governance.(3)Regulating the motives of local government's eco-environmental behavior,strengthening institutional constraints and increasing the scale of funds are all beneficial to the institutional incentive effect of the transfer payment.The heterogeneity analysis results show that the premise of improving the ecological environment in China's ecological function area transfer payment lies in The local government's own ecological environmental protection behavior motives,and strengthening the system constraints and increasing the scale of funds will make the incentive effect of the ecological function area transfer payment system more effective,making the transfer payment more continuous improvement of the ecological environment.2.Some proposals put forward in the thesis(1)Incentive effect of China's ecological function zone transfer payment system is the key ecological function zone transfer payment only from the scale effect of the fund to improve the ecological environment is negligible and unsustainable,but economic construction has not changed its biased behavior.While ignoring ecological environmental protection.Therefore,only by formulating strict and differentiated performance appraisal and reward and punishment measures on the basis of ecological environment quality assessment can we effectively restrain the local government from blindly spending money and comprehensively improve the capital benefits of transfer payments in ecological function zones.(3)"Increasing the scale of funds and focusing on the performance of funds" is the core of improving the ecological environment effect of transfer payments in ecological function areas.It is necessary to strengthen the ecological protection consciousness of local governments in these key areas and play a positive role in improving the ecological environment by transferring payments in ecological function areas.
