In order to defend the national ecological security, guide the local government to strengthen the protection of ecological environment, the Ministry of Finance began to carry out transfer payments measures in the national key ecological function areas in 2008, and the measures had been adjusted and improved in 2011 and 2012. However, the use of transfer payment funds is restricted seriously, taking this rule "focusing on ecological environmental protection and basic public services relating to people’s livelihood". It can be seen that the dual targets of transfer payment measures for national key ecological function areas are to improve people’s livelihood and to protect the ecological environment. The current researches mostly put emphasis on the influences of transfer payment system in the national key ecological function areas which has done on improving people’livelihood, but rarely considering the influences on the ecological environment. Under this background, this paper takes the national key ecological function areas as the research object, focuses on what influences have on the ecological environment when ecological transfer payment system is carried out.This paper is divided into three parts:The first part is the first chapter and the second chapter. Some issues such as background, significance, framework and methods providing the theoretical basis are introduced through introducing and judging some relative researches home and abroad in Chapter 1. It consists of relevant concepts and theoretical analysis in Chapter 2 such as public goods theory, external theory and ecological capital theory.The second part is the core of this paper, which mainly includes the third chapter, the fourth chapter and the fifth chapter. In Chapter 3, it firstly presents an overview of the national key ecological function areas, and the environmental protection effect of the ecological transfer payment policy is described. Then the policy factor that influences the quality of the environment is analyzed. In Chapter 4, it firstly introduces eco-environmental quality evaluation index system to form the ecological environment quality index, then, uses panel data regression model to study the effect of transfer payment system on the ecological environmental quality in the national key ecological function areas by choosing the explanatory variables, explanatory variables, control variables. In Chapter 5, it takes six countries in Anhui Ta-Pieh Mountains ecological function areas as examples to study the impact of transfer payment system on the ecological environmental quality in the national key ecological function areas by using panel data regression model and here comes the conclusion: there has a positive co-relativity between per capita transfer payments and the changes in ecological environment quality. That is to say, increasing per capita transfer payments is beneficial to improve the ecological environment’s quality, but the degree of this effect is relatively weak. In Chapter 6, after empirical analyzing the problems in transfer payments of national key ecological function areas, this thesis proposes some advises on improving the transfer payments in ecological function areas involving compensating the subject of protecting and constructing ecological environment directly, perfecting the mechanism of monitoring, evaluating and stimulating the transfer payment funds.
