Research On Safety Evaluation Of Urban Rail Transit Operation Based On LEC Evaluation Method

The subway operation system is huge and complex,and there are many risk factors in the system.Urban rail transit operation accidents occur occasionally at home and abroad,so it is particularly important to build a complete subway operation safety evaluation system.This paper expounds the terms and definitions of urban rail transit,studies the operation process of rail transit,analyzes the factors that affect operation safety from the four aspects of "human,machine,environment and management",and determines the evaluation index,Based on the determination of each individual index,This paper deletes,adds and modifies the determined evaluation index of operation safety through consulting experts.the core idea of the construction system was studied and elaborated.Following the PDCA cycle dynamic management ideology,the operation safety management capability index system and operation safety performance index system are constructed,and the specific content of each index evaluation of the safety evaluation system was determined.By comparing and analyzing the evaluation methods of single index operation safety,the LEC evaluation method is selected to evaluate the single index,and the principle and evaluation process of the LEC method were elaborated.For operational safety management ability index system and index system of operational safety performance evaluation system,first of all,the index weight is determined by expert and industry personnel socring method,then,experts and industry personnel socring method,normalization of system index score and transformation from positive to the negative indicators are executed,and evaluate from the perspective of the operating enterprise and the third party.Finally,taking a city metro in the province as an example,this paper analyzes and evaluates the operation safety of shenyang metro by determining the weight of each index and scoring calculation of each index,and puts forward improvement measures relative to the two systems.
