Since the reform and opening up,China's economy has developed rapidly and made remarkable achievements.However,China's economic growth is achieved on the premise of higher capital investment,greater energy consumption and more pollution emissions,which has caused serious damage to the ecological environment.The increasingly serious environmental problems have become the bottleneck restricting economic growth and hindering the sustainable development of society.To this end,the Chinese government has formulated stricter environmental regulation policies and implemented more diversified means of environmental regulation.While the government strengthens environmental regulation,as China's economy enters a new normal,the upgrading and transformation of China's industrial structure is at a critical stage.To vigorously develop the service industry and promote the upgrading of industrial structure is the top priority of China's economic development,and also the only way to solve the problem of environmental pollution.Can environmental regulation promote the optimization and upgrading of China's industrial structure? If environmental regulation can promote the upgrading of China's industrial structure,through what transmission mechanism does environmental regulation play a role? Is there any difference in the impact of different types of environmental regulation on the upgrading of industrial structure? Is there spatial heterogeneity? Is there a non-linear relationship between environmental regulation and industrial structure upgrading? This is the main problem to be studied in this paper.Firstly,this paper combs the domestic and foreign literature on the impact of environmental regulation on industrial structure upgrading,defines the concepts of environmental regulation and industrial structure upgrading,introduces the theoretical basis,and based on social demand,technological innovation and international trade,analyzes the mechanism of environmental regulation on industrial structure upgrading.Secondly,the current situation of environmental regulation and industrial structure in China is analyzed,and the existing problems of environmental regulation and industrial structure are pointed out.Then,using the provincial panel data of 30 provinces and municipalities in China from 2007 to 2016,a panel data model is established to empirically analyze the impact of two different types of regulation modes on the upgrading of China's industrial structure.Considering the differences in economic development in the eastern,central and western regions of China,it is explored whether the impact of different types of environmental regulations on industrial structure upgrading will be heterogeneous due to regional differences.Through empirical tests,the article draws the following conclusions.Different types of environmental regulation have different effects on the upgrading of China's industrial structure.Both sewage discharge fees and investment in environmental pollution control can promote the upgrading of industrial structure,but the impact of the two types of environmental regulation on the upgrading of industrial structure shows different trends.The influence of sewage charges on industrial structure upgrading is not a simple linear relationship,but a "U" type relationship,that is,the trend of change first declines and then rises.With the improvement of the intensity of environmental regulation,environmental regulation is not conducive to the upgrading of industrial structure in the short term;but when the intensity of environmental regulation reaches a higher level or exceeds a certain threshold,environmental regulation is conducive to the upgrading of industrial structure.The impact of investment in environmental pollution control on industrial structure upgrading is not a simple linear relationship,but an inverted "U" relationship,that is,the trend of change first rising and then falling.With the improvement of the intensity of environmental regulation,increasing investment in environmental pollution control is conducive to the upgrading of industrial structure.However,when the intensity of regulation reaches a higher level or exceeds a certain threshold,increasing investment in environmental pollution control will not be conducive to the optimization and upgrading of industrial structure.In addition,the impact of different types of environmental regulation on industrial structure optimization and upgrading is heterogeneous due to regional differences.For the cost-based environmental regulation of sewage discharge fee,in the eastern region,the impact of sewage discharge fee on the upgrading of industrial structure is shown as a "U" relationship,which is consistent with the empirical results using national sample data.In the central region,the impact of sewage charges on the upgrading of industrial structure does not show a "U" relationship.In addition,in the western region,because the effluent fee has no significant impact on the upgrading of industrial structure,the impact of the effluent fee on the upgrading of industrial structure is not "U" type.For the investment-oriented environmental regulation of environmental pollution control investment,in the eastern and central regions,the impact of environmental pollution control investment on the upgrading of industrial structure is shown as an inverted "U" relationship,which is consistent with the empirical results obtained from the national sample data.In the western region,because the impact coefficient of investment in pollution control is not significant,the impact of investment in pollution control on industrial structure upgrading does not show a "U" relationship.Finally,based on the research conclusions,the article puts forward the following suggestions: adopting reasonable environmental regulation methods,formulating scientific environmental regulation intensity;improving environmental regulation policies,improving environmental regulation system;strengthening environmental protection capital investment,promoting environmental investment diversification;encouraging scientific and technological innovation Establish a green innovation mechanism.
