Research On The Impact Of Environmental Regulation On Upgrading Of Industrial Structure

In the "new normal" period of steady growth and structural adjustment,balancing the relationship between economic growth and ecological and environmental issues is a hot topic.It is feasible to promote the upgrading of industrial structure and the sustainable development of national economy by formulating reasonable environmental regulation policies.At present,China's environmental regulation means are mainly administrative order type environmental regulation,supplemented by market incentive type environmental regulation and public participation type environmental regulation.However,the development of market incentive type environmental regulation and public participation type environmental regulation policy system is not perfect,which cannot effectively promote the upgrading of industrial structure.China's industrial structure upgrade overall trend obviously,three times industry output value proportion relationship has been qualitative change,the formation of the industrial structure of the "three,two,one" pattern,however,regional and national overall industrial structure upgrading trend of sync,and three Chinese industry labor productivity have not been more qualitative relationship,three times industry labor productivity level still exists room for improvement.In this context,this paper studies the impact of environmental regulation on industrial structure upgrading,which has practical significance for promoting ecological environmental protection and sustainable economic development.Based on the data of 30 provinces(municipalities and autonomous regions)in China from 2004 to 2016,this paper empirically tested the impact of environmental regulations on industrial structure upgrading by constructing dynamic panel model and applying systematic GMM estimation method.According to the result of empirical test,this paper conclude that the industrial structure upgrading is a process of continuous and dynamic adjustment,environmental regulation is not only direct effects on industrial structure upgrading,and indirectly influenced by different path industrial structure upgrade,the influence of environmental regulation on industrial structure upgrade effect with multiplicity and regional difference.First,the direct effect of different types of environmental regulations on industrial structure upgrading is different.The executive order environmental regulation,as measured by environmental governance investment,lags behind in promoting the upgrading of industrial structure,which is not significant in the eastern region but significant in the western and central regions.The market-driven environmental regulation,as measured by the amount of pollutant discharge fees,lags behind in promoting the upgrading of industrial structure,which is significant in the eastern and central regions but not in the western regions.The public participation environmental regulation measured by income level and education level has a continuous promoting effect on the upgrading of industrial structure,but it is significant in the eastern region,but not in the central and western regions.Second,environmental regulation has indirect impact on industrial structure upgrading through different paths.Environmental regulation forces technological innovation,and the effect of "innovation compensation" makes up for the effect of "cost compliance",which helps promote the upgrading of industrial structure.This is evident in the eastern and central regions.Environmental regulations guide green consumption,and the upgrading of the consumption structure helps promote the optimization and upgrading of the industrial structure.Environmental regulation will curb polluting and low-level domestic investment and foreign direct investment,and help promote the transformation and upgrading of the green industrial structure.Finally,in view of the problems found in the research,this paper puts forward several feasible policy implications: improve the environmental regulation regulations and systems,the implementation of differentiated environmental regulation policies;Attach importance to informal environmental regulation,expand the role of public supervision and management;Accelerating technological progress and raising labor productivity;We will advocate green consumption and promote the transformation of the green industrial system.
