The rapid development of crude lead smelting industry leads to serious environmental pollution.As a national and local key energy-saving and emission reduction enterprises,with the gradual improvement of environmental protection and clean production requirements of crude lead smelting enterprises,the survival pressure of crude lead enterprises is increasing.Continuous cleaner production is not only a strategic means of pollution control,but also can solve the problems in the crude lead smelting industry and promote the sustainable development of enterprnses.Therefore,it is of great practical significance to carry out continuous cleaner production audit in crude lead smelting enterprises.In this paper,a case study of cleaner production audit in crude lead smelting industry is carried out.The case enterprise is a crude lead smelting enterprise in Hunan Province.Firstly,a detailed and in-depth investigation was carried out on all aspects of the crude lead smelting enterprise.After careful analysis and study,the bottom and side blowing furnace workshops were identified as the key auditing points for this round of cleaner production audit,and four cleaner production objectives were set for the enterprise.Secondly,the material balance chart and the water balance chart of the whole plant are drawn,the point of material loss is found,and the cause of waste is analyzed.In order to reduce the unorganized emission of dust,the medium/high cost scheme of F2-1"ventilation and dust collection transformation" is proposed;the medium/high cost scheme of F2-2"flue gas desulfurization system transformation"is proposed to reduce the emission of dust,lead and its compounds in the environmental protection flue gas desulfurization and dust collection system;and the medium/high cost scheme of F2-3 "environmental protection smoke and dust collection system transformation"is proposed for reducing the emission of dust,lead and its compounds in the environmental protection flue gas desulfurization and dust collection system.In order to reduce the energy consumption of the whole crude lead smelting process,the medium/high cost scheme of F2-4 "solid crude lead product to liquid crude lead product" was proposed.Specific feasibility studies(including technical assessment,environmental assessment and economic assessment)were carried out to determine the feasibility of these four schemes.Thirdly,it evaluates the effect of the implementation of cleaner production plan.This round of cleaner production audits 17 Communist student programs.Of the 13 non-low-cost schemes,11 have been implemented,and the implementation of these non-low-cost schemes has achieved good results.Two schemes are scheduled to be completed by December 2019;four medium-high-cost schemes have not yet been implemented.The total investment of all the schemes is 4178 million yuan,of which 1.318 million yuan is non-low-cost scheme,which can produce 17.67 million yuan of economic benefit after the implementation of all the schemes;4.46 million yuan is expected to be invested in medium-high-cost scheme,which is expected to produce 5.444 million yuan of economic benefit per year after the completion of all the schemes,and has obvious environmental benefits.The implementation of all clean production schemes in this round of enterprises can save 90,000 kwh/a of electricity,1600 t/a of standard coal,10,800 m3/a of water,91.6 t/a of dust emission,5.16 t/a of lead emission,310 t/a of sulfur dioxide emission in waste gas and 500 t/a of waste acid treatment residue(acid sludge)produced by waste acid treatment.By summarizing the relevant data of environmental benefits of medium/high-cost schemes and the contribution of all non/low-cost schemes to energy saving,consumption reduction and emission reduction of enterprises,through this round of cleaner production audit,enterprises have achieved the preset cleaner production objectives and achieved the unity of environmental,economic and social benefits.Finally,on the basis of three rounds of cleaner production audit,combined with the investigation and analysis of the same industry,the cleaner production technology and methods in the crude lead smelting industry were discussed.This paper summarizes three main aspects to be considered in the process of cleaner production auditing in this industry,and gives reference technologies and methods in each aspect,which provides ideas and technical support for the implementation of cleaner production auditing in the crude lead smelting industry.
