Under the new situation,the typical problems facing the regional economy in China are increasingly prominent environmental pollution,water pollution,air pollution and soil pollution,and the environmental carrying capacity has reached or approached the upper limit.The impact of environmental regulation on the international competitiveness of different industries in different regions of China is quite different.Environmental regulation-guided changes greatly the external environment of agricultural products export in Henan Province,affecting the international competitiveness of agricultural products in Henan Province,and then affecting the economic development of Henan Province.How to improve the export quality and technological innovation ability of agricultural products in Henan Province,enhance the international competitiveness of agricultural products in Henan Province,and realize the coordinated development of environment and agricultural products export has very important theoretical and practical significance.This study has certain guiding significance for agricultural enterprises to find the path of technological innovation,and will also provide reference for macro-management departments to formulate appropriate environmental regulation policies,industrial policies and trade policies.This paper defines the connotation of environmental regulation,and further analyses the mechanism of the impact of environmental regulation on the international competitiveness of agricultural products in Henan Province from the two aspects of "positive effect" and "negative effect".The trade innovation effect of environmental regulation and the trade cost effect of environmental regulation determine whether the impact of environmental regulation on the international competitiveness of a country(region)agricultural products is "positive effect" or "negative effect".In addition,this paper also deeply analyzed the impact of environmental regulation on the international competitiveness of agricultural products from the trade structure effect and green demand effect of environmental regulation on agricultural products.Based on the theoretical analysis results,this paper empirically analyzed the impact of environmental regulation on the international competitiveness of agricultural products in Henan Province by using the data of environmental regulation from 2000 to 2016 and the export data of agricultural products in Henan Province.The results show that there is a U-shaped relationship between environmental regulation and international competitiveness of agricultural products in Henan Province.The impact of environmental regulation intensity and its square term on the export competitiveness of agricultural products in Henan Province is in line with expectations.When the intensity of environmental regulation is low,the rise of environmental regulation intensity will reduce its international competitiveness.When a specific value is reached,the rise of environmental regulation intensity will be strengthened.Its international competitiveness.Henan's agricultural products environmental regulation intensity is on the right side of the turning point,that is to say,strengthening Henan's agricultural products environmental regulation intensity is conducive to strengthening its international competitiveness.In addition,environmental regulation lags behind.This paper further uses the data of the lagging period of environmental regulation to regression,and the results are in line with expectations.Accordingly,this paper puts forward some suggestions to improve the international competitiveness of agricultural products in Henan Province,namely,introducing green trade policy;reforming the sewage charge system;levying environmental tax;developing green capital market and realizing "green finance".
