The reform of state-owned enterprises has entered the "construction period".The future road should be designed according to the top level of the reform of state-owned enterprises,firmly grasp the correct direction of the reform and development of state-owned enterprises,firmly promote the tasks of the reform of state-owned enterprises,and truly make the reform and development of state-owned enterprises effective.At present,China's reform and development of state-owned enterprises have achieved good results,but there are still some problems to be solved.Under the background of deepening the reform and development of state-owned enterprises in the new era,how to change the ideological concept of grass-roots employees in the human resources management of state-owned enterprises,tap the working potential of grass-roots employees,and obtain benefits from grass-roots employees through reasonable performance appraisal is also a new topic that needs continuous research.This research is based on the principle of performance appraisal.Through the interview and investigation of the grass-roots employees of Lanzhou Gas Transmission Company,the problems existing in the performance appraisal scheme of grass-roots employees are diagnosed.Based on the strategic objectives of the company and the station,the performance appraisal scheme for grass-roots employees was improved and designed.That is,to formulate scientific performance appraisal plans,improve performance appraisal indicators,determine reasonable appraisal processes,and form a performance appraisal system oriented by performance strategy.At last,the paper puts forward the improvement plan of performance appraisal for the grass-roots employees of Lanzhou Gas Transmission Company and the measures to ensure its implementation.The innovation of this paper is that,starting from practical problems,combining theory with practice,taking Lanzhou Gas Transportation Company as an example,the current scheme and practice of performance appraisal of grass-roots employees are analyzed,the existing problems of performance appraisal of grass-roots employees are pointed out,and the performance appraisal scheme of grass-roots employees is improved and designed by using scientific methods such as objective management method and key performance indicators.The study has certain practical guiding significance for the improvement of performance appraisal of grass-roots employees in the future,and provides improvement ideas and reference for human resource management of grass-roots employees in other state-owned enterprises.
