Increasing demand and consumption of fossil energy have led to an increase in carbon dioxide emissions.Global warming has attracted the attention of various countries.At this stage,the problems caused by the environment are increasing,resulting in obvious economic losses and threatening the sustainable development of our country.Facts have proved that there is a close relationship between environment,economy and resources.While pursuing economic growth,we should coordinate the relationship between environment and resources.The policy of China's low-carbon pilot cities is to take the pilot cities as demonstration zones,study the carbon emission efficiency of China's low-carbon pilot cities,understand China's carbon emission dynamics,grasp its carbon emission level,change the rough economic growth mode,and promote the development of low-carbon in other regions.In this thesis,the evaluation of carbon emission efficiency of S city in low carbon pilot cities is studied.The main research contents are as follows: 1)Establishing the index system of carbon emission efficiency evaluation.On the basis of reading domestic and foreign references and following the principle of index construction,this thesis studies the influencing factors of carbon emission efficiency in the existing literature.This thesis summarizes the influence of economic development,industrial structure,energy consumption structure,scientific and technological input,financial development and opening to the outside world,urbanization level and other factors on the carbon emission efficiency of S city.The index system of carbon emission efficiency level is constructed after screening;2)Establishing the evaluation model of carbon emission efficiency.The advantages and disadvantages of several DEA models are analyzed.Considering that the traditional DEA model is difficult to rank the effective decision-making units further,the super-efficient SBM model with relaxation variables is used as the basic model,and the efficiency coefficient method is used to compensate for the disadvantage that the input data of DEA model can not be negative.An improved DEA model is established;3)An Empirical Analysis on the Evaluation of Carbon Emission Efficiency in S City.Based on the index system and analysis model,the carbon emission efficiency of S city from 2003 to 2017 is calculated.The conclusion is that the carbon emission efficiency of S city from 2007 to 2017 much more than 1,that is to say,DEA is effective.The input of output value,energy and science and technology are analyzed in detail.Finally,on the basis of the results of carbon emission efficiency evaluation,this thesis analyses the deficiencies in the level of carbon emission efficiency in S city,and puts forward six suggestions for the deficiencies.Promote the optimization and upgrade of industrial structure,form a new balance between energy and environment,strengthen the power of scientific and technological innovation and development,promote the formation of low-carbon cooperation mechanism,promote the sustainable development of the economy,and implement the carbon emission efficiency promotion policy.This study studies the carbon emission efficiency of S city,which is helpful to reduce carbon emissions,optimizes energy consumption structure and industrial structure,and improves carbon emission efficiency.
