Social And Economic Driving Factors Of Industrial Enterprises' Air Pollution Emissions In China

How to effectively control industrial air pollution emissions has become an important issue of to the international community.China's extensive development model characterized by large consumption of fossil energy has brought serious industrial air pollution problems.It is of great practical significance to grasp the social and economic driving factors of industrial air pollution emissions in terms of time series changes and spatial differences to scientifically formulate pollution prevention and control policies.This paper constructs a two-stage PDA decomposition analysis framework,which decomposes industrial air pollution emissions into 14 driving factors in the two stages of production process and treatment process.Through time series decomposition,attribution analysis and spatial decomposition,the effects of cleaner production and end-of-pipe treatment on industrial air pollution emissions and the specific effects of internal driving factors in each stage are explored.Empirical research based on industrial SO2 emission data of 29 provinces in China from 2005 to 2015 shows that:(1)End-of-pipe treatment is the main means to promote industrial air pollution emissions reduction,and the potential of cleaner production has not been effectively exploited.This means that the development mode of "first pollution,then treatment" in China has not changed fundamentally,so it is urgent to change the development idea and build ecological civiindustrial lization and establish the concept of ecological civilization that respects,conforms to and protects nature environment;(2)the factors of energy utilization technology and investment scale greatly inhibit industrial air pollution emissions,while the economic scale and the investment structure factor are the dominant factors to increase industrial air pollution emissions.The contribution of each province to these four key factors is obviously different;(3)based on the spatial decomposition results of industrial air pollution emissions,the provinces can be divided into four different types,and the policies and measures for industrial air pollution control are also different.Finally,this paper puts forward some policy enlightenments to promote the reduction of industrial air pollution in China from the aspects of tapping the potential of industrial air pollution reduction in cleaner production,improving the short-board driving factors in the production process,and formulating the improvement strategy of industrial air pollution emission control according to local conditions.
