Performance objectives refer to the evaluation criteria that are needed for assessors and assessees,In order to discuss,supervise and measure performance objectively,the correct goal of employee performance is the basis of effective performance appraisal.Performance appraisal is a method and process for enterprise managers to evaluate employees' work behavior,work effect and actual contribution to the enterprise in accordance with scientific methods under the established strategic objectives,and to guide employees' future work based on the results.How to rationally design the performance appraisal target system has become the key to conduct performance appraisal scientifically and effectively.There is a popular saying in management circles: "Without performance measurement,there will be no management." Although this sentence is exaggerated,it shows the importance of performance appraisal in enterprise management.The setting of performance appraisal objectives is the focus and difficulty of performance appraisal.Different methods of performance appraisal have different performance target systems.Different methods of performance appraisal have different management requirements for enterprises.The specific situation of enterprises is different,and the target system will be different.Sintianlun Enterprise is a production and processing enterprise with a certain scale.Its main customers are major apparel brand companies.With the sharp increase of the cost of production factors,the purchase orders of foreign brands are gradually decreasing.Since 2014,the per capita sales of enterprises have declined year by year.How to improve the performance of employees,motivate employees,and achieve effective and sustainable performance management has become the most challenging part in S enterprise management.At present,the enterprise has a set of performance management plan mainly based on KPI assessment,but the effect is not good,there are many problems,especially the design of performance target system is unreasonable,which needs to be improved urgently.This paper is written in the process of Sintianlun enterprise field investigation and research.Firstly,through the relevant theoretical knowledge of performance management,a targeted questionnaire is designed.Through interviews and case analysis,the results of the questionnaire are further analyzed.It is concluded that the key problem in performance management is the setting of performance objectives,for example,there is a contradictory relationship between performance goals and strategic objectives,too many qualitative indicators and too high weight can easily cause human impact,goal setting can not grasp the key to the job,goals can not reflect the real ability of employees,and so on;Secondly,aiming at the problems existing in the current performance appraisal objectives,this paper puts forward the basic principles and tools of TOC,takes the customer service department as the pilot,constructs the performance appraisal target system of Sintianlun company's customer service department,and finally optimizes the performance management scheme according to the other questions feedback from the questionnaire,and verifies the promotion effect of the correct objectives on organizational performance through the implementation of the optimization scheme.
