The Construction Of The Main Responsibility In The Classification Of Municipal Solid Waste

The rapid growth of municipal solid waste has become a social problem that hinders the development of the city.Combining with the situation of our country,through the analysis of municipal solid waste classification and reduction mode of major developed countries in the world,this paper propose reasonable reference to relevant laws and regulations,clear the responsibility that managers,producers and consumers should take in the municipal solid waste classification and recycling system,in order to explore an effective legal way to promote the development of China's municipal solid waste classification.This paper consists of four parts: The first part mainly introduces the definition and the theoretical basis of the advancing subject of municipal solid waste classification's responsibility,confessed the standpoint of this article.The second part introduces the status of the management of municipal solid waste in our country,and from legal level to explore the shortcomings and deficiencies when the municipal solid waste classification legal system is promoting the main responsibility distribution,such as troubles in operation poor and conflicting laws,difficulties in interacting within the main body and so on.The third part carries on the analysis through Germany and Japan's municipal solid waste management system,the two countries are known as good at solid waste classification,to find out their respective characteristics of practices and successes,and extract the experience of enlightenment for our country to draw lessons from.The fourth part,based on the above analysis,proposes clear allocation of responsibilities for every relevant part,make full use of market-based instruments and all kinds of economic stimulation system,to promote the importance of interaction among main subjects,analysis and list the responsibilities of each subject should bear,and tries to summarize the classification of municipal solid waste in China to promote the construction of the main body's responsibility system.
