As the world's second largest economy,China's environmental protection performance index for 2018 ranked 120 th among 180 countries and regions in the world,and the problem of environmental and economic disharmony was once again highlighted.In order to solve the contradiction between the environment and economic development,the environmental regulation is the emergence of social regulation tools,internalizing the external economic imbalance of environmental pollution to achieve environmental protection and sustainable economic development.Industrial ecological transformation,as a comprehensive evaluation of economic development level and environmental quality,imitating natural ecosystems,realizing resource recycling,less drainage,less pollution,and more output,has become a new industrial growth model under The New Normal.Therefore,it is of great significance to study the impact of environmental regulation on industrial ecological transformation.Under the premise of clarifying the theoretical basis of industrial ecological transformation,this paper analyzed the mechanism of environmental regulation based on the impact of consumption structure,technological innovation and international trade on industrial ecological transformation.In the empirical study,in view of the comprehensive nature of environmental regulation,it was divided into administrative supervision intensity,legal regulation intensity,and marketing supervision intensity.Regarding the industrial ecological transformation,set three indicators of input,expected output and non-expected output,and used the SBM-GML model based on non-expected output to measure the industrial ecological transformation value of 30 provinces(autonomous regions and municipalities)except Tibet in China from 2004 to 2015.The industrial ecological transformation of the sub-region had obvious differences and the differences sustained,and the industrial ecological transformation trend in the eastern region was the strongest,but the technological efficiency changed index in each region “catch up the fatigue”,and the technological progress changed relatively more.The article further used the mediation effect method to test the impact of environmental regulation on industrial ecological transformation.The empirical evidence showed that,in the short term,the strengthening of the administrative supervision intensity of environmental regulation in the eastern region would weaken the local technological innovation and deteriorate the consumption structure,respectively,and thus inhibit the ecological transformation of local industries.The increase in the intensity of legal regulation of environmental regulations in the central region would lead to an increase in the level of technological innovation and an increase in the level of consumption structure,thereby promoting the industrial ecological transformation of the region.Differently,appropriately reducing the intensity of marketing supervision of environmental regulations in the region would increase the level of consumption structure and improve the level of technological innovation,thus bringing about the improvement of industrial ecological transformation.The strengthening of intensity of administrative supervision of environmental regulations in the western region,often referred to as the “resource curse”,directly hindered the local industrial ecological transformation;otherwise,the reasonable decrease in the intensity of administrative supervision of environmental regulations in the Northeast would improve the level of consumption structure,and thereby promoting the industrial ecological transformation of the region.Combined the above conclusions and gave specific policy recommendations.
