Since the reform and opening up, China’s economy has achieved rapiddevelopment, but at the same time, China’s environmental pollution is also more andmore worse, high input, high consumption, high pollution and low efficiency of themode of economic development have not yet changed, the situation is increasinglydifficult to meet residents’ requirements on the quality of the environment. Today,China’s environmental pollution is showing new characteristics of the region, paststudies on environmental pollution have not keep up with the pace of environmentalchange, cause the government’s policy options lack predictability and relevance,thereby making the effect of environmental protection not well. Therefore, in order toachieve scientific development, how to apply the new methods or new perspectives toexplore the reasons that lead to regional differences of environmental pollution, andtackle it becomes necessary at this stage.This paper emphasizes on the impact of industrial structure and technologicalprogress to the regional differences of environmental pollution. On the basis of therelevant environment-economic principles, the article uses the comparative analysis,systems analysis, qualitative and quantitative, theoretical and empirical combinationof research methods, based on differences in income levels and industrial structure,our country is divided into four research areas: low-industrialized high-income,namely the Beijing area, high industrial high-income area, high industrialization oflow-income and low industrialization low-income area, through the comparativeanalysis of environmental pollution, industrial structure and technological progress ofthe regional differences, proposed the underlying assumptions of the industrialstructure and technological progress how to affect the regional differences ofenvironmental pollution, And building an empirical model, select the relevantvariable indicators, data collection, application of panel data of1999-2010thecountry’s29provinces and cities empirical comparative analysis of the factors toaffect China’s SO2emissions, such as the level of economic growth, industrialstructure, technological progress in order to verify the reasonableness of theseassumptions.The estimation results show that high-income area of industrial restructuring hasbeen the evolution toward the direction that is conducive to the reduction of environmental pollution, the role of technological progress on the reduction ofenvironmental pollution is also evident,the high-industrialized regions rely ontechnological progress to achieve the reduction of environmental pollution,low-income area, on the contrary, rely mainly on the industrial structural adjustmentto alleviate the deterioration of environmental quality. In addition, a targeted policybased on the empirical results is proposed.
