The safety of ships at sea has always been a widespread concern in the maritime community.Although relevant departments of various countries have made a great deal of efforts in this regard,ship accidents still occur from time to time,endangering the lives and property of people on board.Formal safety assessment is an advanced method of ship risk assessment which has drawn wide attention from all countries as soon as it was proposed by the United Kingdom to the International Maritime Organization in 1993.Our country is also actively studying Formal Safety Assessment method.This article focuses on the Formal Safety Assessment process and its application in the actual engineering research,which are listed as following:1.Ship accident data registered in GISIS database were investigated and the ship accidents occurring during 2003-2017 were analyzed.An improved analytical method was proposed using the fault tree analysis.The causes of the collision accident of Ro-Ro Passenger ship were recognized using the GISIS database.The importance of each accident scene to the final collision accident was measured by calculating the minimum cut sets and sensitivity analysis.Thus the study provided a reference for risk control options to reduce the collision risk.2.In order to evaluate the effects of risk control options in the safety assessment of a ship and decrease the limitations of current approach based on merely expert experience,a model based on analytic hierarchy process and fuzzy comprehensive evaluation was proposed.An evaluation factors system as well as their weights was established based on AHP.On the basis of the weights and the membership functions analyzing from questionnaires,a fuzzy comprehensive evaluation matrix was determined using fuzzy comprehensive evaluation method.In addition,a case study was introduced,demonstrating that the proposed approach is reasonable and scientific.3.This paper analyzes the existing procedural software that can be used for risk analysis in the field of ship engineering and marine engineering.Based on the survey results,the framework,the functional requirements as well as the design requirements for programmatic realization of formal safety assessment of ships is analyzed in detail,which laid the foundation for the application of the integrated safety assessment method in practical engineering.This article has carried on the overall analysis to the formal safety assessment method,especially focused on some key technologies,which has significance influence on the future formal safety assessment research and its application in the actual project.
