Study On The Spatial-temporal Distribution Rules And Influencing Mechanism Of Municipal Illegal Dumping Of Household Waste

In recent years,municipal illegal dumping is becoming considerably serious in the process of city management with profoundly negative consequences for life quality,urban environment and public health.The illegal dumping of household waste has a thumping majority.Several cities have established a digital urban management system for solving the problems by problem-oriented measures,which is hardly to stamp out the illegal dumping fundamentally.Therefore,the occurrence rules of illegal dumping need to be studied to provide a theoretical basis for establishing a long-term mechanism of the prevention of illegal dumping.For the theoretical research,few studies focused illegal dumping in China,and lack the empirical research combining with the situation of our country.Previous studies have analyzed illegal dumping from different perspectives,including causes,negative effects,supervision,prediction and relevant policies.However,the causal mechanism between the influence factors and illegal dumping is lacking.On the basis of numerous research,we propose a theoretical framework from a hierarchical perspective to illustrate illegal dumping systematically.With the help of machine learning algorithm,spatial and time attributes that have highly correlation with illegal dumping have been summarized,and then the hierarchical data are constructed.Finally,the analysis of generalized hierarchical linear model has been conducted to explore the causal mechanism of the influencing factors on illegal dumping.The conclusion shows that the spatial and time factors can influence illegal dumping behavior significantly.On the contextual level,order situation and management capability of community can influence directly or moderate indirectly illegal dumping behavior of household waste,with the control of environmental quality.Furthermore,based on the conclusion,the relevant recommendations are provided for the policy-makers to improve the efficiency and quality of illegal dumping governance.More importantly,we proposed a change of the governance from question solving to source control,which has a great value for practice.
