The Functions Of Government In The Transformation And Upgrading Of Industrial Clusters

Industrial cluster is a kind of industrial organization with geographical characteristics,which can effectively improve the utilization efficiency of public resources;reduce enterprise cost;form scale effect and industrial comprehensive competitiveness.Since reform and opening up,in China's southeast coastal areas,the traditional manufacturing industry cluster has been developing rapidly,gradually to be the engine of regional economic growth.But in recent years,with the land resources,population dividend gradually subsided and the rise of manufacturing in Southeast Asia,the competitive advantages of lots traditional industrial clusters are not obvious,and the bottleneck of cluster development is prominent.Local governments are paying more and more attention to the transformation and upgrading of industrial clusters through positive measures.But how should local governments locate their functions in boosting the transformation and upgrading of industrial clusters?What are the roles should goverments play?How to play its role effectively?These are all the problems that governments everywhere need to crack?This article does a survey on the function of local government during the process of the transformation and upgrading of Pujiang crystal Industrial Cluster,expound the related theory of government functions in the transformation and upgrading of industrial clusters,analyze the development status of Pujiang crystal industrial cluster.This article also analyze the problems and deep reasons during the process of the local goverment boosting transformation and upgrading of the crystal industrial clusters,the main problems are Industrial planning lags behind,Industrial policy formulation is not systematic,the maintenance of market order is absent and the provision of public service is insufficient,etc.The reason are mainly that the government has a deviation in the concept of industrial cluster development,there is not enough concerns about the transformation and upgrading of industrial clusters,the overall planning of industrial clusters is not scientific,the planning of industrial clusters is not scientific,in advance planning inadequate of industrial cluster transformation and upgrading,government function positioning fuzzy and the disadvantages of administrative performance appraisal system,etc.On this basis,this article puts forward the function optimization strategy for the local government from four aspects,such as strengthening the transformation and upgrading of the cluster,planning system construction,policy support system construction,public service system construction and environmental system construction.In the last part,summarized this paper,looks forward to further optimizing the functions of local government on promoting the transformation and upgrading of industrial clusters.
