Study On Pollution Control Of Express Packaging In China Under The Background Of "Online Shopping Craze"

In recent years,with the rise of online shopping and the rapid expansion of the express delivery industry,the environmental pollution caused by express packaging waste has become increasingly serious,which has seriously affected human health and the sustainable development of society.In this case,the research on the pollution control of express packaging is not only related to the well-being of people's livelihood,but also to the development needs of the times.Firstly,this paper summarizes and analyzes the research views on the pollution control of express packaging at home and abroad,and expounds the relevant theoretical basis of the pollution control of express packaging,so as to provide theoretical support for this study.Then,based on the analysis of the current situation of pollution control of express packaging in China under the background of “online shopping craze”,this paper deeply analyzes the existing problems and their causes in the pollution control of express packaging in China.Finally,the paper proposes countermeasures in a targeted manner,aiming at exploring the guiding significance of theory to specific practices.This paper focuses on the analysis of the existing problems and their causes in the pollution control of express packaging.By means of policy text analysis,questionnaire survey and interview investigation,this paper analyzes the problems existing in the pollution control of express packaging in China,starting from the differentgovernance subjects such as government,enterprises,social organizations and the public.Local governments mainly have the problems of inaction and slow action in environmental supervision;enterprises lack the initiative to participate in the pollution control of express packaging;environmental organizations are not deeply involved in the pollution control of express packaging;the public's intention of emotional participation is not matched with the actual effective participation;and multiple governance subjects lack synergy in the pollution control of express packaging.The reasons behind the problems are mainly focused on the following points: relevant standards and regulations are not perfect,which leads to the lack of legal protection for pollution control of express packaging;the supervision system is imperfect and environmental accountability is formalized;the cost of early investment is high,but the subsidy policy is not in place;the development of environmental protection organizations is limited due to internal and external problems;the mechanism of public participation is not perfect;due to the interest segmentation among multiple subjects,the foundation of collaborative governance is weak.Based on the analysis of the problems and their causes,this paper proposes corresponding countermeasures from the perspectives of government,enterprises,social organizations and the public.The government should give full play to its leading role,and provide institutional guarantee and resource support for other subjects to participate in pollution control of express packaging from the aspects of legal guarantee,supervision and management,policy support and coordination mechanism.Enterprises should give full play to the principal role,and the solution of the pollution problem of express packaging requires the joint efforts of the whole industry chain,including packaging manufacturers,e-commerce enterprises and express delivery enterprises.Social organizations and the public should also actively participate in the pollution control of express packaging.In a word,the pollution control of express packaging is a systematic project.Only when all the governance subjects are responsible,can we effectively solve the pollution problem of express packaging.
