Study On The Management Performance Evaluation System Of The Operating Plate Of Oilfield Survival Enterprise

In recent years,the oilfield survival enterprises are facing increasingly fierce competition at home and abroad.How to operate,develop and preserve has become an important task for oilfield survival enterprises.Management performance evaluation is an important strategic tool that can strengthen internal management and improve management level.This has certain theoretical and practical significance for the implementation of the long-term development strategy of the oilfield survival enterprises and the goal of turning the oilfield survival enterprises into profit.In this paper,we introduce the operating characteristics and management performance evaluation of one of the components of the oilfield survival enterprises——the operating plate,and use literature research,field research and case analysis to do the research.It is found that the existing management performance evaluation method is not mature enough and the concept of performance evaluation needs to be strengthened,so it is necessary to take measures to strengthen the management performance evaluation.On the basis of analyzing the operating characteristics and present situation of management performance evaluation and the existing problems of the operating plate,the advantage and feasibility of BSC,the paper points out the basic idea of introducing Balanced Score Card to strengthen management performance evaluation.So we select management performance evaluation index of operating plate from four dimensions of Balanced Score Card: finance,customer,internal process and learning and growing.The management performance evaluation system of oilfield survival enterprise based on the Balanced Score Card is divided into two levels: oilfield survival enterprise level,which is the management performance evaluation of the oilfield survival enterprise's operating plate;the subordinate unit level of the operation plate,which includes the public engineering units,operating units and subsidiaries.On the basis of that,we select SL oilfield survival enterprise for application.And then we analyze the final results of management performance evaluation and track the results dynamically.Finally we put forward corresponding protection measures like establishing a strategic management and management performance evaluation concept,establishing a comprehensive budget system,establishing incentive mechanism based on BSC and so on.
