Research On The Legal Treatment Of Rural Household Garbage

Rural household garbage refers to all kinds of wastes generated in the daily life of rural families.In recent years,with the implementation of the rural revitalization plan,the rural economy has developed rapidly,and the living standard of farmers has improved day by day.In the meantime,the production of rural household garbage is also increasing year by year,which causes more and more serious harm to the environment.Obviously,rural household garbage treatment and related research have become extremely urgent.As an effective way of social governance,law can play a positive role in the treatment of rural household garbage.The legal treatment can bring the treatment of rural household garbage into the normal track as soon as possible,which is not only the embodiment of guaranteeing farmers' environmental rights,but also the key link of building a beautiful countryside.However,in reality,due to some objective factors,there are still some problems in the legal treatment of rural household garbage.Through field interviews with relevant personnel in W county of Inner Mongolia,this paper finds that the current problems mainly include: at the level of governance,farmers have a vague understanding of the harm of rural household garbage itself;the ways of the rural household garbage treatment are extensive and simple;the rural household garbage recycling rate is low;farmers do not understand the relevant laws and policies on the treatment of rural household garbage.At the institutional level,the general provisions of rural household garbage legal treatment are missing;the specific system of rural household garbage legal treatment is not sound;rural household garbage legal treatment supervision mechanism is not perfect and so on.Based on the relevant jurisprudence research and taking the problems as the breakthrough point,this paper tries to proposes the legal treatment of rural household garbage from three aspects: improving the legal standard system of rural household garbage pollution prevention and control;perfecting the specific legal system of rural household garbage treatment;strengthening publicity and education in environmental protection and the rule of law in ecology.
