At present,China's rapid economic development is also facing the pressure of environmental protection.With the improvement of national requirements on pollution control and emission reduction,how to handle household garbage safely and reliably has become the focus of current research.This paper studies that towns are important carriers of local agricultural economic bases.With the rapid development of the town,the output of household waste is also increasing rapidly.In order to properly deal with household garbage,reduce the pollution of garbage to the environment,and promote the development of local society and economy,It is necessary to invest in the construction of municipal solid waste treatment project.However,there are many problems that need to be solved at present,such as whether it is feasible to build a waste disposal site in urban areas,where the site is selected,what process is adopted for waste disposal,how to deal with the waste treatment program,and what econom ic benefits after the construction.On the premise of in-depth analysis of social investigation,site survey,similar engineering experience and other data,this paper studies the importance of building waste disposal site in detail.Through investigation and research,the output of urban household waste is predicted in detail.By adopting the comparative analysis method,this paper makes a detailed study on the design of municipal solid waste treatment site from the aspects of waste treatment method research,site selection,landfill design,leachate treatment project design and so on,and the technical feasibility of building garbage disposal site in this area is studied.Based on the classified detailed estimation method,the investment estimate of waste disposal proj ect is made,and the feasibility of the project investment construction is studied from the aspects of financial net present value,profitability,sensitivity analysis,profit and loss balance,etc.The following conclusions can be drawn:(1)It is very necessary to construct a sanitary waste disposal site in the area studied in this paper.The average output of domestic waste in the study area in this paper is 53.13t/d,and the treatment scale of this project is pre.liminarily determined to be 50t/d.The application of sanitary landfill technology as the method of urban sanitary waste treatment studied can meet the requirements of local sanitary waste treatment,meet the requirements of local economic,management and technical conditions,and reflect the feasibility of waste treatment technology.(2)The construction of this project has strong technical feasibility.It is recommended to build the sanitary landfill of household garbage in the resettled village.Plan 3 is selected as the general layout plan of this project.The designed storage capacity of this sanitary landfill is 478,000 cubic meters,and the design working life is 20 years.In this project,the leachate production scale is 38.80m3/d.Considering certain amount of domestic sewage production and safety factors,the leachate treatment scale is determined to be 40m3/d,and The treatment of leachate adopts DT-RO process.(3)The after-tax financial internal rate of return is 4.07%,the financial net present value is RMB 206,100,and the payback period is 15.1 years.To ensure the expected financial benefit of the project,the primary factor is to ensure the subsidy of landfill treatment,and to control the construction investment and operation cost effectively.If the waste disposal capacity of the project reaches 72.97%of the design value,the investment cost can be recovered.Considering the feasibility of the project to meet the financial and economic requirements from both economic and financial aspects,this project has certain benefits,can guarantee costs and has strong ability to resist risks.All in all,it is very necessary to build a waste disposal site in the area studied in this paper.The site selection of sanitary waste landfill,waste treatment process,sanitary waste landfill design scheme,and leachate treatment project are technically feasible,and the project investment is also financially and economically feasible.The study in this paper can provide a useful reference for the design and construction of sanitary landfill in this region.
