Research On The Supporting Legislation Of "Law Of The People's Republic Of China On Prevention And Control Of Water Pollution" Of A City In Shandong Province

China is in the stage of comprehensively deepening reform.The 19 th national congress of the communist party of China has clearly set the phased goals of improving the system in all aspects and basically realizing the modernization of the country's governance system and capacity by 2035.In the process of reform,all localities need to constantly improve their systems,and in the aspect of water pollution prevention and control,they also need to raise good systems to the level of laws and regulations through local legislation,so as to guarantee and promote the reform.Whether the law can be effectively implemented is reflected in the details and operability.The "principle" clause,"generality" clause,"policy" clause and "call" clause must have specific,detailed,technical and procedural supporting rules.Law of the People's Republic of China on Prevention and Control of Water Pollution is an indispensable part of the water pollution prevention and control law system.If the local government does not raise the effective system of water pollution prevention and control to the level of laws and regulations,the good system will be separated from the rule of law and the reform will be impeded.Local governments should formulate supporting legislation for the Law of the People's Republic of China on Prevention and Control of Water Pollution and timely formulate codes of conduct that can guide and promote the prevention and control of water pollution,so as to ensure that local reforms are supported by law and run on the track of the rule of law.Supporting legislation formulated according to the specific conditions of local water environment and economic development can better implement the Law of the People's Republic of China on Prevention and Control of Water Pollution smoothly promote the prevention and control of water pollution,and greatly benefit the construction of a law-based society,ecological civilization and economic and social development.Therefore,field investigation,this paper aims to A city by survey data,analyze the causes and prevention and control of water pollution status,to explore A city in the implementation of the Law of the People's Republic of China on Prevention and Control of Water Pollution problems,necessity and feasibility of the legislation of A city to develop supporting,finally puts forward the feasibility of the actual conditions to form A complete set of A municipal legislative Suggestions.This paper is mainly divided into four parts,the first part of this topic to explain the origin of the topic,the significance of the topic,domestic and foreign research status and innovations of four aspects.Among them,the significance of topic selection is mainly expounded from two aspects of theoretical significance and practical significance.The second part mainly introduces the reasons for choosing city A as the research site,as well as the research process and research methods.The third part is the collation and analysis of the research data.Based on the obtained survey data,the investigation situation of water environment in A city and water pollution prevention and control legislation in A city were sorted out.Secondly,the causes of water pollution in A city and the current situation of water pollution prevention and control are analyzed.Once again,the problems faced by
