By the end of 2017,the number of permanent residents in Guangzhou reached 14 million498 thousand and 400.The size of cities exceeds the 10 million population size of mega-cities defined by the United Nations Commission on Population and Development.With the acceleration of urbanization,the population scale will continue to grow.The continuous expansion of the population,the general improvement of people's living standards,the production of domestic waste showed a geometric double growth.The "garbage siege" has become a stumbling block for the continued development of a super metropolis like Guangzhou.It is urgent to crack the "garbage siege" dilemma.From the development process of waste treatment in developed countries,we can see that landfill and incineration are not the best way to solve the crisis of waste treatment,only waste classification can improve the utilization of renewable resources and effectively reduce the amount of waste.Guangzhou began to explore garbage sorting treatment in 1992.It is the earliest city to carry out garbage sorting in China.However,managers have been exploring and experimenting for 26 years.Although some achievements have been made,the effect of waste classification is still not satisfactory.Based on the theoretical knowledge of collaborative management,the author constructs an analytical framework and tries to use the framework to further analyze the classification of municipal solid waste in Guangzhou,hoping to provide feasible suggestions for improving the classification of municipal solid waste in Guangzhou.Firstly,through the analysis of domestic and foreign research on collaborative governance theory,the author further improved the SFIC collaborative governance analysis framework proposed by Ansell and Gash,and constructed a collaborative governance analysis framework for garbage classification.Secondly,the history and current situation of classification and treatment of domestic waste in Guangzhou are analyzed.Then,combined with the framework of collaborative governance,the paper analyzes the rights and obligations of the four important subjects in waste classification management,namely,government,residents,enterprises and social organizations,and then analyzes the subjects from the perspectives of "external environment","catalytic leadership","system design","collaborative motivation" and "collaborative results".Problems and causes in collaborative process.Then,the advanced domestic waste classification and treatment mode abroad is analyzed.Through the analysis of German and Japanese garbage classification and treatment mode,the experience and inspiration worth learning are summarized.Finally,some suggestions are put forward to improve the classification of municipal solid waste in Guangzhou,including strengthening theguiding role of the government,fully mobilizing the enthusiasm of enterprises,highlighting the coordinating role of social organizations,giving full play to the main role of residents,and establishing a coordinating mechanism for the coordinated management of municipal solid waste classification.
