On The Problems And Countermeasures In The Supervision Of Special Equipment

Special equipment refers to boilers,pressure vessels,pressure pipelines,elevators,hoisting machinery,passenger ropeways,and large amusement facilities that involve life safety and are relatively dangerous.In order to ensure the safety of special equipment during use and to reduce the occurrence of various special equipment accidents,it is necessary to do a good job in the supervision of special equipment,so as to maximize the role of special equipment in the production process.However,the supervision of special equipment is also faced with many problems such as the imperfect system of laws and regulations and the unsound management of safety supervision mechanism.Under these problems,how to properly supervise special equipment is particularly important.This paper sorts out the functional theories and regulatory status of supervised special equipment in the domestic and international theorists and governments at all levels,and studies the theory of special equipment supervision,and the theory of special equipment supervision and public crisis management,and takes Wuyi of Jinhua City as an example.The county special equipment supervision as a specific research object,analyzes the current situation and existing problems of supervision of special equipment in Wuyi County,including the lagging of regulatory agencies,the lag of special equipment administrative law enforcement,the weak awareness of the main body of corporate responsibility and safety,and the delay in construction of inspection institutions.By studying and comparing the development and experience of foreign special equipment supervision,we put forward the countermeasures for special equipment supervision in Wuyi County,including strengthening the construction of supervision institutions,strengthening the protection of special equipment and law enforcement,emphasizing the main responsibility of enterprises,and strengthening the construction of inspection institutions.By changing the way of supervision,effective supervision will be implemented to promote the positive transformation of the supervision of special equipment in Wuyi County from “after-treatment” to “pre-prevention”.To achieve a more scientific and standardized monitoring of special equipment in Wuyi County,improve the level of supervision and effectiveness of work,protect the legitimate rights and interests of the production and use of special equipment,and ensure the safe operation of special equipment in Wuyi County.The research in this paper also provides a reference for the supervision of special equipment in China.
