Problems And Countermeasures Of Environmental Supervision Inchina'S Industrial Parks

In recent years,with the development of the economic of China,industrial parks are set up in different countries.Due to the local governments to attract foreign investments,a large number of domestic and foreign enterprises have put down roots in industrial parks.They can effectively promote the adjustment of industrial structure and accelerate the pace of local economic development.However,as the driver of the local economic development,the other side of the industrial Park-environmental pollution makers tend to be overlooked.As a result of the one-sided pursuit of economic benefits,both the governments and the producers intentionally or unintentionally ignore the protection of the surrounding environment of the industrial parks.With the phenomenon of illegal discharge of pollutants,some industrial parks witch we call “centralized production” have become“collective source of pollution”.Serious damages to the quality of local air,water and soil affect the surrounding residents' living environment and even lead to instability and mass incidents.Focusing on the ecological environment destruction of the industrial parks,in addition to the reasons of enterprises,the unscientific park planning,the unsound environmental infrastructure,the poor enforcement of environmental law,the constraints of local governments and other unfavorable factors have affect the level of environmental supervision and management of industrial parks.In this paper,on the basis of theoretical analysis combined with field research on Qingpu Industrial Park which is a specific carrier as the research object,the author analyzes the current situation of environmental supervision of industrial parks emphatically and find the problems from the planning and layout,administrative law enforcement and public participation etc.and its causes.Finally,the paper puts forward some countermeasures from government agency and non-governmental organizations to solve the problems of the existing management system in our country.
