China is the world's largest tobacco production and consumption of the country,although tobacco products are not conducive to the health of consumers,but the tobacco industry has a significant impact on our economy.Due to the special industry nature of combining production and sales in China's tobacco industry,local protectionism prevails in the tobacco market,and the competition mechanism between tobacco production enterprises(that is,cigarette Factory,the same below)is paralyzed.Many tobacco production enterprises focus on the immediate vested interests and ignore the importance of production safety.In fact,the raw and auxiliary materials used in tobacco production are very likely to cause fire and other accidents.In addition,the front-line employees of tobacco production are dense and most of them have low safety quality.Therefore,how to better prevent the occurrence of human accidents in the tobacco production process is very important.First of all,the behavior based safety "2-4" theoretical framework of the model,through the literature reading and finishing,on organizing the team and individual two levels of employees,summarized the influencing factors of unsafe behavior and summarizing,unsafe behavior factors affecting primary collection,and on the basis of questionnaire survey data for statistical analysis,according to the behavior safety framework of "2-4" model,to determine the influence of tobacco production enterprise employees six key factors of unsafe behavior and their contains 23 influence factors.Secondly,using the weighted qualitative bayesian networks model,through the way of expert semantic investigation,combined with the fuzzy semantic-digital probability estimation method to determine the weights of relationship between various influencing factors,and calculate the weight in the influence of unsafe behavior of employees,quantitative study the effect of unsafe behavior path,the result shows that by weighted qualitative bayesian networks model,can be effectively used to determine the influence factors on the unsafe behavior of people the influence extent of the influence of weight and get the path of unsafe behavior.By using the theory and method of system dynamics,the influence trend of the changes of various influencing factors in the path of unsafe behaviors on the level of unsafe behaviors of employees is simulated visually,so as to predict the change trend of the level of unsafe behaviors of employees and provide guidance and help for safety decision-making.Finally,on the basis of the above research,this paper puts forward to improve tobacco production enterprise's safety management present situation,the need to put more effort into the basis of safety management work,through creating a favorable safety culture,establish a perfect safety management system,and the behavior of individual employees to make the necessary supervision and guidance education,reduce people died as a result of the accident.Always pay attention to the existing experience and lessons for the use of the enterprise,can fundamentally improve the level of enterprise safety production,obtain long-term safety benefits.
