Safety inspection is one of the most obvious and effective means of coal mine safety management. However, current coal mine safety inspection has some problem, such as divorced from reality and lax implementation,so it cannot effectively manage and control the miners' unsafe behavior and investigate hidden dangers. Thus, scholars have put forward the concept of safety inspection intensity to improve the safety inspection effectiveness and control miners ' unsafe behavior effectively. Therefore,it is of great practical significance to carry out the research on the influencing factors and measurement of coal mine safety inspection intensity, and to explore the influence mechanism and control effectiveness of safety inspection intensity on unsafe behavior.Firstly, this paper reviews the literature research on coal mine safety inspection intensity, unsafe behavior intention, the management and control of miners' unsafe behavior, and constructs the research framework based on the theory of planned behavior, unsafe behavior management and control,multi-level and system dynamics.Secondly, this paper analyzes the influence mechanism of the unsafe behavior intention on the miners' unsafe behavior, and studies the cross-level regulating effect of safety inspection intensity, then puts forward the hypothesis and constructs the model.Thirdly, the reliability and validity analysis of questionnaire including coal mine safety inspection intensity, unsafe behavior intention and miners' unsafe behavior is analyzed by SPSS 19.0 and AMOS 20.0.Then the hierarchical model is validated by SPSS linear regression model and HLM multilevel linear model. Finally, this paper builds the SD model of Coal mine safety inspection intensity to control the miners'unsafe behavior based on stem dynamic principles. The level of unsafe behavior(the number of unsafe acts)as an indicator of the management and control effectiveness, and the SD model is simulated by Vensim PLE.The results show that there was a significant positive effect of unsafe behavior intention on the miners' unsafe behavior;the level of safety inspection intensity plays a moderating role in the relationship between unsafe behavior intention and unsafe behavior, and safety inspection intensity weaken the positive effect of unsafe behavior intention on unsafe behavior; The four dimensions of the safety inspection system, violation punishment, safety culture atmosphere, safety rewards for safety inspection intensity have the negative regulation of the relationship between unsafe behavior intention and unsafe behavior;Under the action of the management and control system, the level of the miners' unsafe behavior is greatly decreased, which reveals the management and control effectiveness of coal mine safety inspection intensity for the miners' unsafe behavior;Different control subsystem for control effect of miners' unsafe behavior is also different,in the case of changing the same amount of each variable, the management and control effect of different subsystems on the miners'unsafe behavior is safety culture atmosphere>safety inspection system>violation punishment>safety rewards. The best management and control effect is the safety culture atmosphere;the worst is the safety award. Finally, based on the results of the empirical study, this paper puts forward the corresponding suggestions on creating a good safety culture atmosphere, improving the safety inspection system, and rationalizing the safety rewards and punishments. The research of this paper provides a new idea for the further study of the coal mine safety inspection and the control of unsafe behavior,it provides the basis for the coal mine managers to control the unsafe behavior and improve the safety management level as well.
