Firstly,climate warming has become a severe challenge that all the countries must face together.Developing the low-carbon economy has also been a common consensus.Under the low-carbon economy,basic trading and investment will be influenced,and with the carbon constraint,industries with traditional competitive advantages may not be able to adapt to the latest development requirements.The industrial competitiveness index based on the low-carbon development level of the industry can provide a more scientific reference for the further development of related industries.Based on this situation,this paper will build the low carbon revealed comparative advantage index to measure China's manufacturing industry from 2004 to 2014.The result of the calculations shows that most of the China's manufacturing industry have certain low carbon revealed comparative advantages.At the same time,when studying the specific factors affecting the low carbon revealed comparative advantage of China's manufacturing industry,we selects the environmental regulation production as the main explanatory variable.The environmental regulations has obvious theoretical and practical significance for the low-carbon development.Through the empirical test of the sample data from 2004 to 2014 in various manufacturing industries,this paper finds that the impact of environmental regulation on the overall low carbon revealed comparative advantage of China's manufacturing industry is still at the cost effect stage.The strengthening of environmental regulation has not promoted the industries low-carbon development.In addition,the results of sub-samples for different pollution levels indicate that environmental regulation has a significant effect on the lightly polluting industries,and the results of sub-samples based on different technical content indicate that environmental regulation on the high-tech industries have realized a realistic shift from cost effects to innovation effects.In addition,the test results of other control variables show that the improvement of the industry market structure and the expansion of the industry scale are conducive to the development of low-carbon international competitiveness of the industry,while the human capital invested and the introduction of advanced technology have failed to produce the positive effects.Based on the above test results,this paper believes that in the future,the implementation of environmental regulation of manufacturing industry should change the specific methods.It should take full use of the market economy,and establish the economic means to carry out macroeconomic regulation and control of the overall development of China's manufacturing industry.At the same time,according to the different pollution levels of different industries,the relevant environmental regulations should be focus on heavy pollution and moderate pollution industries.According to different technical content,it should focus on high-tech industries.In addition,for the human capital investment,it is necessary to pay attention to the supervision and control of the later stage,and avoid the excessive waste of resources.The innovation of this paper is based on the existing scientific research of low carbon international competitiveness,and the input-output method reflects the problem of implied carbon emissions in the process of industrial development,which makes the whole measurement process more credible.At the same time,this paper takes the relationship between low-carbon development of various industries in China's manufacturing industry and environmental regulation as the sample subject of the research.
