The national construction of the “One Belt,One Road” and “Yangtze River Economic Belt” are major strategic decisions made by the central government in a deep grasp of the domestic and international development trend in the new period,and are important carriers for accelerating the establishment of a new system of open economy.Multimodal transport is an important link for accelerating the flow of factors,strengthening regional cooperation,and promoting the coordinated development of regional gradients.It is an important driving force for promoting the economy's leap to the mid-to-high end level and fostering new advantages in international and domestic economic cooperation and competition.In this paper,the selection and evaluation of Air-Rail-Road multimodal transport path is taken as the research object,carbon emission elements are introduced under time constraints,and multimodal transport route selection model and multimodal transport method evaluation are established by using mathematical modeling method and comprehensive evaluation method,respectively.Systematically study the path planning and economic evaluation of Air-Rail-Road multimodal.On the one hand,an Air-Rail-Road multimodal transport path selection model based on low-carbon and cost constraints is established to provide a path selection decision-making basis for multimodal transport operations entities on the management level;on the other hand,an evaluation system for multimodal modes is established.From the perspectives of cost and environmental protection,systematic evaluation analysis was conducted on multimodal transport of air iron and multimodal transportation without involving air transport,and the feasibility of freight air freight transportation was discussed.The research found that the multimodal transport path selection model is more oriented to transportation timeliness.Therefore,air transportation mode appears in the best transportation scheme.Air transportation is far superior to railways and highways in terms of timeliness,but it sacrifices Transportation cost and transportation time;because the evaluation system mainly considers three factors: cost,time and carbon emission,railway transportation has an advantage,but the scheme seriously sacrifices transportation time.Among them,the empty railway joint multimodal transportation method It has a time-saving advantage in the transportation process,its cost and carbon emissions are in the middle,and it has certain feasibility.If it can reduce the cost of air transportation,its intermodal mode will be more widely used;For transportation demand with high time sensitivity and low cost sensitivity;on the basis of considering carbon emissions,the design of air-rail combined multi-modal transport should be based on railway transportation,and air transportation as an auxiliary in the whole transportation process.Transportation mode;with the continuous improvement of China's high-speed rail network and the rapid development of high-speed rail freight,high-speed rail as economic green The color transportation mode will gradually break the cost and carbon emission development bottleneck faced by the public railway air multimodal transport,and the high-speed rail transportation mode will be possible as the air cargo terminal distribution mode,namely the “long-Air-short Railway” mode.This study has certain deficiencies.First of all,the model in this paper simplifies the transition process of the transportation mode conversion relatively.The cost and time of storage generated during the transfer process are not considered.Second,the model assumptions in this paper do not consider the loss of the transportation process,but in actual transportation There will be a certain degree of probability of loss,in the future studies can set the probability of loss of goods,this situation is introduced into the model for analysis and research;Finally,due to the difficulty of obtaining operational data of the company,the article only selected one instance to analyze the model If the conditions and data allow,the number of transit nodes should be increased to optimize the calculation of the model and algorithm.
