Research On The Impact Of Carbon Tax Policy On Economic Growth In Hebei Province

Under the realistic background of advocating the development model of green economy,energy saving and emission reduction has become a hot topic for scholars at home and abroad.The realization of energy-saving emission reduction targets is inseparable from the positive effects of energy policies.Therefore,the impact of energy policies on the macro-economy while playing a role in energy conservation and emission reduction has also become an important research direction.Through the use of literature research,comparative analysis and the construction of the decoupling model and the method of calculating the general equilibrium model,this paper explores the relationship between energy consumption carbon emissions and GDP based on the understanding of the current situation of energy consumption carbon emissions in Hebei Province,and further studies the implementation of carbon tax policy.Short-term effects on economic growth.Firstly,based on the research status at home and abroad,the related concept theory and research methods of this paper are expounded.Further research on the status of energy consumption and carbon emissions in Hebei Province from the aspects of structure,intensity and total amount,and the results of the research on the irrational energy consumption structure and the total carbon emissions in Hebei Province are still high.Secondly,in order to deepen the understanding of the economic situation in Hebei Province,the decoupling theory model was chosen to study the relationship between energy consumption,carbon emissions and economic growth.It is concluded that there are obvious phase characteristics and economics in the relationship between the three in the past 30 years.The dependence of growth rate on the growth of energy consumption carbon emissions is gradually weakening.Thirdly,the core issue around this paper is the effect of carbon tax policy on economic growth.The simulation results are obtained and analyzed in GAMS software by constructing a computable general equilibrium model.The results show that a single carbon tax policy will have a negative effect on economic growth and the higher the tax rate,the more obvious the short-term negative effects.Compared with the existing research,the economic growth rate of Hebei Province under the high tax rate is more obvious.The reason is the current economic structure characteristics of Hebei Province,that is,the high-carbon consumption of fossil energy in the whole economic industry and high carbon consumption in energy consumption.The proportion is too high.Finally,based on the previous situation analysis and research results,three policy recommendations are proposed for Hebei's carbon tax policy choice and energy development.In the face of Hebei's carbon tax policy choices,it is necessary to choose a carbon tax rate according to local conditions and implement a combined energy policy.The promotion of energy development is inseparable from the macro-micro comprehensive regulation.
