Since the 21 st century,economic development in Hebei Province is very rapid,at the same time it has brought about many environmental problems,pollutant discharge standards are also more difficult to adapt.Local standards construction is one of the important tasks to adapt to the rapid economic development in Hebei Province,to make up for the lack of existing industry standards,to achieve pollution reduction targets,improve water quality in Hebei Province and better serve the Beijing-Tianjin-Hebei integrated development planning and the construction of the new district of Xiong'an.Based on that,this research analyzed the status quo and characteristics of domestic and international water pollutant discharge standards,pointed out that the existing problems in the formulation and implementation of the existing standards for the discharge of water pollutants mainly include the selection of pollutant factor screening methods and the problems encountered in the upgrading of the sewage treatment plants,proposed the formulation of Daqing River water pollutant discharge standards for the development of methods and sewage treatment plant upgrades and cost-effectiveness analysis.The article follows the proposed principles,guiding ideology and technical route,compares the pollutant screening methods,and selects the ahp with weighted scoring method to screen the pollutant factors.The main influencing factors are five aspects: special toxicity,general toxicity,environmental effect,exposure level and priority list of pollutants,determine the weight of each indicator,combined with weighted scores filter out COD,BOD,total phosphorus,ammonia nitrogen,total nitrogen,five pollutants as the Qinghe River water pollutant discharge standards for priority control of pollutants.And choose the water quality mathematical model,calculate the corresponding maximum allowable emissions of pollutants.Through the mathematical model of the standard implementation of the sewage treatment plant upgrades and cost-benefit analysis and prediction.The conclusion is the larger the size of WWTPs,the lower the cost of pollutant reduction and the lower the costeffectiveness ratio.According to the water pollutant discharge standard formulation and costeffectiveness analysis results,put forward the countermeasures and suggestions on the implementation of emission standards:strengthen supervision and management of water system pollutants monitoring;further improve the ecological compensation mechanism Daqing River system,establish and improve the sewage treatment price mechanism;largescale WWTP priority upgrade.And explored the possible impact of standard implementation from three aspects: emission reduction benefits,upgrading of industrial structure and promotion of technological progress.
