Safety supervision of special equipment is part of safety supervision.It refers to the decision-making,organization,management,control,supervision and inspection activities carried out by the government administrative responsible for the safety of special equipment.The principles that safety supervision of special equipment should adhere to are:safety first,prevention first,energy conservation and environment protection,comprehensive treatment.The purpose of the implementation of special equipment safety supervision is,first,by urging enterprises to formulate various safety rules and regulations,strengthen management and standardize the unsafe behavior of people and guarantee the goods or equipment safety.In the second,it's to find hidden safety problems in a timely manner,make rectification in accordance with the provisions,and avoid greater harm.In the third,it can prevent accidents,improve ability to deal with emergencies,ensuring the safety of people's lives and property to the greatest extent,and reducing the consequences of accidents.Safety supervision of special equipment is an important part of safety supervision in Jinpu New Area,Dalian,and an important foundation and strong guarantee for the sound and stable economic development of Jinpu New Area.Strengthening the safety supervision of special equipment in Jinpu New Area will be conducive to improving the security of operation of special equipment in the new area,ensuring the safety of people and property,and creating a stable and good social atmosphere.In order to hold the accidents of special equipment in Jinpu New Area,Dalian,to promote the safety supervision level of special equipment in Jinpu New Area,to consequently safeguard the safety of peopled lives and fortune,In this paper,a research is made on the status of special equipment safety supervision in Jinpu New Area,through methods of literature research,comparative analysis and interviews.And it can be found that the awareness of enterprises5 safety responsibility using special equipment is not strong,regulatory input cannot meet regulatory needs,the existing safety regulatory system for special equipment needs to be improved,the cooperative govermance with other departments is not very good and information security supervision of special equipment remains to be improved.After analyzing the possible reasons,useful experience of special equipment safety supervision is drawn from the Canada,the United States,the European Union,Japan and Shanghai,some areas in Zhejiang and Shandong Province,including the social organizations playing an important role in society,strengthening information platform construction,introducing and promoting of special equipment liability insurance system,establishing a mechanism for government departments to work together,etc.In this paper,combining previous research results,the government regulation theory,new public management theory and public crisis management theory are tried to be used in the study of special equipment safety supervision in Jinpu New Area.And at the same time,supplying and deepening the countermeasure research by proposing the third-party supervision,intelligent supervision and so on,the paper puts forward countermeasures and suggestions for further deepening the safety supervision of special equipment in Jinpu New Area,Dalian.Specifically,first,urge the enterprises of using special equipment to implement the main responsibility for the safety of special equipment,by raising awareness of prevention and control of safety risks,improving safety management systems,and strengthening emergency drills.Second,increase investment in the safety supervision of special equipment,including education and training,supervision funds,facilities and equipment investment.Third,the safety supervision system should be improved by standardizing the safety supervision system for special equipment and promoting the classification and supervision of safety risks and users.Forth,promote social co-govemance through establishing a mechanism for cooperation with third parties and other government departments,and promoting the special equipment liability insurance system.Fifth,strengthen the information construction of special equipment safety supervision,making full use of "Liaoning special equipment dynamic supervision system" for supervision,and establishing and improving the intelligent supervision system,so as to improve the safety supervision level of special equipment in Jinpu New Area.
