Xinjiang is in an inland region with a relatively dry climate,and Xinjiang is in a critical period of economic leapfrog development and accelerating the implementation of new industrialization processes.There is a large demand for water for industry,agriculture and domestic life.The construction of reservoirs is an important means to resolve the contradiction between supply and demand of water resources.However,while efficiently using water resources for a long time,it has caused many health problems of the reservoir itself and upstream and downstream rivers such as storage capacity loss and siltation extension.Evaluation and analysis of the health status of the reservoir,and discussion of specific measures for maintaining and restoring the health of the reservoir will help increase the utilization rate of water resources and resolve the contradiction between supply and demand of social resources.Based on the characteristics of Xinjiang reservoirs,this paper proposes a health evaluation system for small and medium-sized reservoirs in Xinjiang.Based on the relationship between Xinjiang small and medium-sized reservoirs and rivers,ecosystems,and the characteristics of Xinjiang small and medium-sized reservoirs,this paper proposes a new concept of health of Xinjiang small and medium-sized reservoirs based on reservoirs,rivers,ecosystems,and social services.The target layer of the health assessment system of Xinjiang small and medium-sized reservoirs is the health assessment of Xinjiang small and medium-sized reservoirs.The criterion layer includes the structural safety of the reservoir,the healthy function of the ecological environment of the reservoir,the benefits of social services and the stability of the reservoir health.There are 16 items such as dam stability index,riverbed stability,seepage safety index and operation management index.And the ideal,health,sub-health,disease,and crisis are the evaluation levels of the health status of small and medium-sized reservoirs in Xinjiang.The determination of indicator weights is mainly based on consulting relevant literature,consulting relevant experts,etc.The evaluation standards are mainly formulated by consulting relevant laws and regulations,analyzing historical data,and establishing AHP and fuzzy comprehensive evaluation methods for synthesis according to the determined index weights and the established evaluation standards Evaluation of the health evaluation model of small and medium-sized reservoirs in Xinjiang.Firstly,the importance of the index layer of Xinjiang small and medium-sized reservoir evaluation model is compared in pairs by analytic hierarchy process.The elements of the upper layer and the weight of each level are obtained by mathematical methods;then on this basis,for each evaluation The index proposes a detailed evaluation method;reuse fuzzy comprehensive evaluation method to build a health evaluation model of small and medium-sized reservoirs in Xinjiang for comprehensive evaluation by AHP and fuzzy comprehensive evaluation method.The health status of small and medium-sized reservoirs in Xinjiang is evaluated by the health assessment model of small and medium-sized reservoirs in Xinjiang.According to the fuzzy comprehensive evaluation results of the target layer,the health subordination degrees of a reservoir in Xinjiang are:ideal state 0.226,health 0.235,sub-health 0.195,pathological change 0.189 and critical situation 0.155.According to the principle of maximum membership,the health status of a reservoir in Xinjiang ishealth.In this paper,through the health evaluation of small and medium-sized reservoirs,the government and the managers of small and medium-sized reservoirs in Xinjiang will be provided with relevant management direction of small and medium-sized reservoirs in Xinjiang and scientific basis for the healthy development of small and medium-sized reservoirs in Xinjiang.
