A Study On The Classification And Treatment Of Municipal Solid Waste In Zhengzhou

With the further development of urbanization,the population size of some cities is getting larger and larger,and the garbage disposal problem is becoming more and more serious,which tests the government,enterprises,residents,social organizations and other social levels.A review of the advanced garbage classification experience at home and abroad requires all parties to carry out coordinated governance to achieve the goals of reduction,recycling and recycling.This paper analyzes the status quo of urban garbage classification in Zhengzhou city from the perspective of collaborative governance,analyzes the problems in Zhengzhou city garbage classification,and proposes optimization measures from the aspects of government,enterprises,residents and social organizations,so as to give some references to relevant departments.This paper is divided into seven parts.The first part is the introduction.Firstly,the research background at home and abroad is introduced,and the literature is reviewed from two aspects at home and abroad.Then,the theoretical tools are summarized,including the theory of collaboration and governance.Finally,the paper discusses the research ideas and methods.The second part mainly introduces the status quo of household garbage classification in Zhengzhou,including the general situation of Zhengzhou,the history of garbage classification in Zhengzhou,the status quo of the participation of government,environmental protection enterprises,residents and social organizations in garbage classification,as well as the initial results achieved.The third part analyzes the problems of garbage classification and disposal in Zhengzhou,including the problems of government,enterprises,social organizations and residents.The fourth part analyzes the existing problems and causes of garbage classification and disposal in Zhengzhou under collaborative governance,and analyzes the problems from the perspectives of the government,enterprises,residents and social organizations.The fifth part introduces the advanced experience of garbage classification in developed countries based on the typical case of coordinated management of domestic garbage classification in Germany and Japan,and also introduces the cases of domestic cities guangzhou and Shanghai,providing some reference for garbage classification in Zhengzhou.The sixth part,from the government,enterprises,social organizations and residents,etc.,analyzes the optimal countermeasures ofcollaborative garbage classification.On the part of the government,the first is to strengthen the investment in infrastructure,the second is to strengthen the government's financial support for garbage classification enterprises,and the third is to speed up the legislation of special laws on garbage classification.Fourth,the government accelerated the establishment of garbage classification education college.The market main body aspect,should accomplish 3 respects.First,the environmental protection enterprise strengthens the cost compression,enhances the participation.Second,environmental protection enterprises to strengthen the research and development of waste treatment technology.Third,environmental enterprises should strengthen their compliance with the market mechanism.Fourth,environmental protection enterprises improve the monitoring and performance appraisal mechanism.In terms of social organization,first,encourage more social organizations to participate in garbage classification;Second,to clarify the specific functions of social organizations;The third is to lower the registration standard of environmental protection social organizations and reform the access mechanism;Fourth,strengthen the training of human resources of social environmental protection organizations.In terms of residents,the first is to improve residents' cognition of garbage classification;Second,take measures to reward and punish residents to accept garbage classification;Third,setting up environmental protection courses in all kinds of schools to promote garbage classification.The last part summarizes the conclusions of this paper and points out the shortcomings of this paper.In a word,the collaborative governance model with the government as the leading role and enterprises as the main body,and the participation of residents and social organizations,has positive significance for the comprehensive and orderly development of garbage classification in China.
