Chemical accidents not only cause a large number of casualties and serious damage to facilities,improper disposal may cause long-term pollution damage to the ecology and environment.It is not easy to reduce the loss of accident receptors caused by chemical accidents,but the cost of emergency treatment is likely to be reduced.At present,some chemical accidents cause catastrophic consequences,on the one hand,it is related to the danger of dangerous chemicals and other dangerous substances,the quantity of leakage and the quantity of on-site storage.On the other hand,it is related to extensive emergency response strategies and schemes without considering the cost.Refined emergency disposal cost is of great significance to reduce the loss of chemical accidents.Firstly,the statistical method of economic loss in chemical accidents is studied.The current system for the statistics of economic losses in chemical accidents in China has some prominent problems,such as not counting indirect economic losses,not defining the boundaries of time and space,and not classifying the industries,which cannot fully reflect the harmful characteristics of chemical accidents.Therefore,from the perspective of accident receptor and emergency response,a new statistical index system of economic loss in chemical accidents with 12 statistical indexes is proposed.Furthermore,the cost calculation method for emergency disposal of chemical accidents is proposed.Then,the zoning method of emergency disposal of chemical accidents was studied.According to the main hazard characteristics of chemical accidents and the criteria of fatal injury,severe injury and minor injury,the emergency treatment area of chemical accidents is divided into three zones: leakage zone,diffusion zone and safety zone.Then,according to each sub-district,it proposes the plans and strategies to be adopted in the main disposal work,such as monitoring and testing,emergency warning,emergency rescue,evacuation and production control.Secondly,it studies the stop-loss criterion of emergency disposal cost based on the above chemical accident emergency disposal zoning method and correspondingemergency disposal scheme and countermeasures.Taking two common storage tanks of carbon monoxide gas holder and chlorine gas as examples,11 poisoning accident scenarios were designed,and 33 accident disposal zones were divided by ALOHA software and Google Earth simulation.According to the above two substances,emergency disposal strategies for different zones were proposed.Finally,a chemical industrial park was selected for engineering verification,and the emergency disposal cost and emergency disposal cost of each district were calculated.The results show that the proposed method is feasible and helpful to control the cost of emergency treatment,so as to reduce the total economic loss of chemical accidents to a limited loss rather than the maximum loss.
