In the process of industrialization,the traditional command control mode has been unable to solve the increasingly frequent industrial water pollution.Therefore,China has begun to implement a new model of industrial water pollution prevention and control led by the government,implemented by enterprises,driven by the market and participated by the public,and advocated cooperative treatment of industrial water pollution.Although in recent years,the main body of industrial water pollution cooperative governance has increased and the situation of water pollution has improved in China,at present,the main body of industrial water pollution cooperative governance is only a shallow "coexisting" state,and there are still difficulties such as weak consciousness of independent participation,low effectiveness of participation and imperfect cooperation mechanism.However,the symbiosis theory has found a breakthrough point for solving the problem of water pollution.It can explain the motivation of each subject participating in the cooperative treatment of industrial water pollution from a deep level,point out the development direction of the cooperative treatment in the future,solve the existing difficulties in the cooperative treatment of industrial water pollution,and make the cooperative treatment of industrial water pollution realize the transformation from shallow"coexistence" to "interdependence",and finally achieve "symbiosis".Therefore,based on the theoretical explanation and the analysis of the real situation,this paper first points out the scientific and necessary of using symbiosis theory to solve the dilemma in the cooperative treatment of industrial water pollution.Secondly,we use Eviews software to analyze the symbiotic relationship between the network nodes in the industrial water pollution cooperative treatment by using the vector autoregressive model.It is found that there is a relationship between the subject and object in the industrial water pollution cooperative treatment,which further verifies that the subject and object of the industrial water pollution cooperative treatment have met the basic conditions for the formation of symbiosis.Thirdly,based on the analysis of factors,power mechanism and operation conditions,the paper puts forward the theoretical viewpoint of establishing symbiotic industrial water pollution Cooperative Governance Network:all kinds of symbiotic units(enterprises,governments,social organizations,institutions of higher learning,the public,third-party pollution control institutions)in the symbiotic environment of policy,culture,system,market,etc.,based on cost promotion,benefit promotion and environment protection These external factors such as environment orientation and internal factors such as self-organization mechanism,complex system and coordination mechanism,build symbiotic interface through media such as material flow,information flow,capital flow and technology flow,complete information exchange,benefit distribution and other functions among symbiotic units,and promote the optimization of water environment.Finally,MATLAB software is used to simulate the evolution of symbiotic industrial water pollution cooperative governance network under different modes,coefficients,scales and growth rates.The results show that the evolution of symbiotic industrial water pollution cooperative governance network is related to the change of symbiotic model among multiple governance units,the maximum subject size under the symbiotic evolution equilibrium state of various governance subjects is affected by symbiotic coefficient and maximum scale,the size of initial population size and natural growth rate has no effect on it,and its evolution rate and natural growth rate of subjects have no effect on it There was a positive correlation with the initial population size.Based on the above conclusions,this paper puts forward policy suggestions from the aspects of improving the correlation degree and scale of symbiotic units,the performance of symbiotic units,opening the symbiotic interface element channel,innovating the evolutionary network mode,etc.,specifically including clarifying and standardizing the government's supporting and guiding role in the Cooperative Governance Network of industrial water pollution,standardizing the governance concept,building the internal consultation and arbitration departments of the network;We should take preferential measures to encourage technological innovation,improve the supervision and restraint mechanism,give full play to the supervision and restraint role of citizens and social organizations,break through the barriers of information and technology exchange,and build a network sharing platform.
