| Breaking the limits of administrative divisions and achieving cross-administrative-division collaborative governance become important means for the government’s atmospheric pollution control.In order to explore the way to performance improvement of atmospheric pollution control,based on the analysis of the typical practices of atmospheric pollution control in the four key areas in China:Beijing-Tianj in-Hebei Region,Yangtze River Delta Region,Pearl River Delta Region,and Fen-wei Plains,this article constructs archetypes of atmospheric pollution control performance based on intergovernmental collaborative applying the Analysis of FAJA,according to the management principles by Peter Senge,proposes strategies for improving atmospheric pollution control performance based on intergovernmental collaborative,provides policy recommendations for improving China’s atmospheric pollution control performance at this stage,further enrichs the realistic situation of intergovernmental collaborative theory.The study shows that the FAJA provides a reference method for analyzing the problems in China’s atmospheric pollution control performance and seeking corresponding improvement strategies,by means of constructing archetypes,we found that there exists some problems in China’s atmospheric pollution control performance based on intergovernmental collaborative,such as "Shifting the Burden"、"Fixes and Fail"、"Success to the Successful"、"Limits to Growth".The strategies for improving the performance of atmospheric pollution control based on intergovernmental collaborative are:improve the target responsibility assessment system for intergovernmental collaborative governance of atmospheric pollution;perfect the intergovernmental collaborative governance supervision mechanism for atmospheric pollution;establish burden sharing and interest compensation mechanism for intergovernmental collaborative governance of atmospheric pollution;standardize the management and use system of special funds for atmospheric pollution prevention. |
