The Study On Generation Logic Of Intergovernmental Cooperation Of Haze Governance Based On Multiple Streams

Haze pollution has been in severe situation in China,it is high time to deal with it.Haze pollution is a complex problem of public governance,any single and unilateral governance is useless,and systematic and overall planning is required.Intergovernmental cooperation has been the rational choice in the long terms exploration of theory and practice.Although we had made useful attempts during the APEC meetings and other special times,there is also a lack of effective guidance and framework of intergovernmental cooperation under normal conditions.As ?The first breakthrough of the Beijing-Tianjin-Hebei region environmental protection cooperation framework agreement?and ?The clean production cooperative development of Beijing,Tianjin and Hebei?have signed,the cooperation of the three provinces go into normal and institutional,and the intergovernmental cooperation has been gradually formed.Therefore,the analysis of the air pollution in Beijing,Tianjin and Hebei is an inspiration and a guidance of intergovernmental cooperation.Based on this,this thesis built the analysis framework of cooperative governance of haze pollution on the basis of the theory of cooperative governance and multiple streams.The problem flow including the range of haze pollution,continued time of haze pollution and the degree of haze pollution.The political flow including the people mood,the specific event and the attitude of central government.The policy flow including the behavior of local government and experts' views."Policy Windows" including manpower planning,the share of information and so on.The policies,files and conferences that are related to the Beijing-Tianjin-Hebei air pollution prevent and control system are all have been analyzed,and the conclusion is problem flow-political flow-policy flow-policy window is promoted one by one.Subsequently,on the basis of analysis of the risk-averse intergovernmental cooperation and combine with the conclusion,the thesis puts forward some suggestions of intergovernmental cooperation on tackling haze like be concerned about the problem flow to consolidate the foundation of intergovernmental cooperation;improve the efficiency of intergovernmental cooperation by the political flow and enrich the policy flow to broaden channels of intergovernmental cooperation.
