Intergovernmental Cooperation In The Collaborative Governance Of Haze

In recent years,with the frequent occurrence of haze events and the continued surger of PM2.5 index,the haze pollution has been concerned by all fields of society.Its influence is larger and larger and its range is winder and winder,which bring challenges to the governance of local governments.As a long-term and arduous work,the haze governance is not only an environmental problem,but also an important impact on the economy and society.Additionally,the liquidity of haze,the spillover of governance and problems of fragmentation need local governments to actively seek intergovernmental cooperation to solve them effectively.In order to deal with the environmental crisis and solve the problem of regional haze pollution,China's trans-regional cooperation between local governments seek methods of the haze governance.However,due to the neglect of intergovernmental cooperation,the cooperation effect is not ideal.The intergovernmental cooperation is ignored,which results in bankruptcy or termination of cooperation.Taking the haze governance in Beijing-Tianjin-Hebei region as the starting point and the collaborative governance theory,intergovernmental relations theory and regional public goods theory as the basic point,this paper analyzes the difficulties and problems encountered in the main body.The external environment and the system in the process of the intergovernmental cooperation of haze governance in Beijing-Tianjin-Hebei region.And this paper also combines with the benefical experience of haze governance in western developed countries.First of all,at the conceptual level,the Beijing-Tianjin-Hebei region should establish the intergovernmental cooperation and win-win concept.At the same time,at the system level,this region also should establish and improve laws and regulations of the intergovernmental cooperation and performance appraisal system.Then at the mechanism,it is necessary to establish the relavant mechanism of cooperation and punishment.,and the mechanism of interest compensation.Finally,at the institutional level,it is also important to deepen the reform of property rights and establish the system of air pollution rights and so on.Therefore,from these levels,this paper puts forward countermeasures and suggestions to optimize the intergovernmental collaborative haze governance in Beijing-Tianjin-Hebei region.
