The 21st century is the century of the ocean.The position of the ocean is increasingly prominent.With the increase in maritime traffic and the increasingly complex navigation environment,maritime safety has become a matter of great concern.From the perspective of deep-sea emergency response events,whether it is the "Dashun" incident in the last century,the sinking of the "Shiyue" passenger ship or the collision of the "Sangji" ship,these major events repeatedly put forward higher requirements for deep-sea emergency action.How to respond quickly in the first moment of the deep-sea emergency response incident and improve the success rate of deep-sea emergency operations is not only related to the life safety of people in distress,but also the life safety of rescuers.However,the process of deep-sea emergency response is complex,and the risk of water and underwater operation is high.Moreover,from a global perspective,the formulation of existing deep-sea emergency response plans mostly relies on relevant experts to complete based on experience lack of intelligent auxiliary decision-making support means.The impact of all factors cannot be considered accurately when formulating an emergency plan,which often results in an unreasonable,incomplete,and unscientific emergency plan,which affects the success rate of emergency operations.Aiming at the problem that the deep-sea emergency response lacks intelligent auxiliary decision support methods,this paper applies case-based reasoning theory to deep-sea emergency response,and constructs a deep-sea emergency decision-making model based on case-based reasoning.The system can assist decision makers in formulating emergency plans in the first time of a deep-sea emergency response event.This paper solved the problems of case representation,case retrieval,case revision and case preservation.First,in the aspect of case representation,based on the in-depth analysis of deep-sea emergency cases,combined with the professional knowledge,the framework representation of case was realized.Second,the appropriate feature attributes were selected for case retrieval,and the similarity calculation algorithm of feature attributes was designed according to the actual characteristics of deep-sea emergency.Third,the AHP and the entropy weight method were used to calculate the subjective and objective weights of the characteristic attributes,respectively,the combined weight model of the characteristic attributes was constructed,and the combined weights were calculated.Fourth,aiming at the situation that some characteristic attribute values of deep-sea emergency cases are empty,the structural similarity of cases was applied to calculate the global similarity of cases,and the global similarity of deep-sea emergency cases considering the structural similarity was calculated.At the same time,this paper also analyzed the actual needs of the deep-sea emergency decision-making system,designed the deep-sea emergency case database,and realized the deep-sea emergency decision-making system by using the C#and python language programming,verifies it by using the existing deep-sea emergency cases.In this paper,CBR theory was applied to the field of deep-sea emergency to provide support for the formulation of deep-sea emergency plan.The system has significant application value to enhance my country's ability to respond to deep-sea emergency response incidents.
