With the rapid development of expressway construction in China,expressway emergencies have become a frequent trend.Taking quick and effective measures to deal with expressway emergencies can reduce the casualties and losses.This paper designed and implemented the decision support system for expressway emergency response to the difficult problems such as high timeliness requirements and complicated handling of expressway emergency rescue,combined with the actual rescue needs of emergency headquarters,public security departments,fire departments,and other rescue departments.This system can quickly generate on-site emergency disposal plan,and perform visual emergency resource scheduling and path planning.The main work and innovations are as follows:First,by analyzing and studying the basic theories of expressway emergency response in China,the techniques of case-based reasoning(CBR)and rule-based reasoning(RBR)were used in decision-making of highway emergency and Useing RBR revised the rescue plan generated by CBR.The framework and process of emergency decision-making were proposed,and case representation,case retrieval,case?revision and case learning were studied according to the CBR process.According to the characteristics of highway emergencies,the object-oriented knowledge representation method was applied to the representation of accident vehicles in the case representation stage,which can describe the scene of the emergency more comprehensively and facilitate the generation of rescue plans,and the similarity calculation formula of this accident vehicle representation method was given in the case retrieval stage.Secondly,in terms of emergency resource scheduling,an emergency resource scheduling model with multiple emergency points and multiple rescue points with the least time and cost as the objective function was established.This model can reasonably allocate emergency resources according to the level of emergency and the demand level of emergency resources.Particle swarm optimization,genetic algorithm,simulated annealing algorithm,improved Particle swarm optimization(IPSO)proposed in this paper was used to solve this scheduling model and IPSO has advantages in convergence time and degree of convergence compared with other algorithms.The experimental analysis of the two core subsystems verified the superiority of this decision support system in the generation of rescue plan and emergency resource scheduling.Finally,based on the above theoretical research,the decision support system for expressway emergencies was designed and implemented.The research content included the system's framework construction,development plan selection,architecture design,database design,and detailed design and implementation of eight functional modules.The experimental analysis of the two core subsystems verified the superiority of this decision support system in the generation of rescue plan and emergency resource scheduling.The research results of this paper can improve the ability of public security departments,fire departments,and other rescue departments to respond to,deal with and rescue expressway emergencies,and provide theoretical basis and technical support for construction of the decision support system for expressway emergency in China.
