Environment is one of conditions of human survival. In recent years, environmental pollution emergencies occurred frequently in domestic and abroad, bringing severe harm to the community, public and ecological environment. By analyzing current situation, we find that accident prevention is not prompt and effective due to lack of scientific emergency management system and improved department coordination mechanism, and expanded accident and worsened situation caused by hurry-scurry and confusion due to lack of scientific prevention, emergency measures and auxiliary support of emergency decision system.The purpose of this thesis is to establish scientific management system and emergency decision support system based on the above problem for emergency management of unexpected incident on environmental pollution, so as to improve level of environment emergency management and decision capability of emergency support. To this end, this paper determines the structural system focusing on study of management key technology, study of support method of environmental pollution emergency decision-making and EPEDSS design of Fangshan district, with underlying data of study of environmental pollution emergency response management and decision-making system, and Environmental Pollution Emergency Decision Support System EPEDSS. By collecting and studying a large number of literatures in domestic and abroad, field investigation, theoretical design study and instance validation etc, the study of this paper is conducted for the following main conclusion and result.1. Analyze existing emergency management system, introduce environmental management system (EMS) and idea of quality, health and safety management system (QHSMS) based on current problem, apply the operation principle of security feedback control theory and PDCA cycle theory, construct emergency management system of environmental pollution; conduct the design of environmental pollution emergency rescue system in Fangshan district from five parts, i.e., management objective and target, contingency planning and preparation, accident prevention and early warning, emergency response and action, and emergency management review. Study the basic constitution of emergency decision support system, and build the basic framework of emergency decision support system based on four storehouses.2. Respectively study the acquisition technology of space data required for EPEDSS underlying, object connection monitoring data, mobile video data and business data. Propose to build the underlying dala warehouse of decision support system for environmental pollution emergency response by applying underlying data of spatial data warehouse management organization, studying ETL cleaning technology and multi-dimensional data model structure and online analytical processing (OLAP) technology.3. In the study of top-level decision support method of system, the paper introduces commonly used attack index in combat, countermeasure simulation idea and famous Lanchester model by referring to battlefield concept, and designs a complete set of emergency decision-making algorithm system of environmental pollution, including the attack index calculation method based on linear weighting, the emorgency command program for reasoning and searching algorithm based on fuzzy rule, generation model of emergency command program facing intelligent decision-making and emergency command uptimal program based on AHP multi-objective decision-making.4. Complete the overall design, functional design and system implementation of emergency decision support system of environmental pollution in Fangshan district. Star data model and SSIS tool are applied to conduct system data warehouse database, build environmental monitoring and early warning subsystem, and pollution emergency decision-making system integrating special management subsystem of basic geospatial of pollution source with emergency command decision subsystem, realize the real-time monitoring of pollution source and key area, early warning analysis, emergency management in normal status, emergency relief program search in wartime, priority and emergency command etc.On the basis of summing up full text, the last chapter prospects the development direction of emergency response decision support system of environmental pollution, analyzes the shortcomings in (?) ent research and proposes the idea of follow-up study, which has guidance significance for further research.
