Shandong Province is a big province for laying hens.In 2018,the province's egg production was about 4 million tons,accounting for 13% of the country's total egg production,ranking first in the country.The development of the laying hen industry in Shandong Province has played an important role in increasing farmers' income,increasing agricultural efficiency and adjusting the rural industrial structure.At the same time,the development of the laying hen industry has also brought about increasingly serious farming pollution problems,affecting the ecological environment and egg quality and safety.Theories and practices at home and abroad show that the implementation of cleaner production behavior by laying hen farms is an effective way to solve the pollution of laying hens from the source and promote the coordinated development of the laying hen industry and environmental protection.On the basis of consulting data,visiting surveys,and consulting experts,this article comprehensively uses system analysis,statistical analysis,game analysis and data simulation technology,based on circular economy theory,planned behavior theory,and evolutionary game theory.The empirical analysis of the problems related to cleaner production behavior of laying hen farms in Shandong Province is made from five aspects,including theoretical basis,descriptive analysis,quantitative analysis,evolution mechanism analysis,and countermeasure recommendations.The specific research methods and conclusions are as follows:The clean production behavior of laying hen farm households involves three stages: source prevention,process control,and end-of-line treatment,including input selection,feeding management,breeder physical examination,disease prevention,and waste disposal.The cognition and behavior of laying hen farm households on these five aspects directly affect the formation and discharge of farming pollution.The statistical results of 472 questionnaires in 16 cities in Shandong Province show that laying hen farm households have a better understanding and behavior of input selection in source prevention.However,the poor understanding of feed water,34.07% of the farm households chose to use deep well water that did not meet sanitary requirements for feeding.The behaviors of breeders for physical examination and disease prevention were relatively poor,with 42.97% of breeders "rarely undergoing physical examination" or "never undergoing physical examination".There are still 6.04% of the laying hen breeding farm households unable to scientifically and rationally treat the laying hen manure,and directly discarding the laying hen manure.Based on the data from 472 questionnaires,the multivariate and ordered Logit model was first used to determine the influential factors of the willingness to implement clean production behaviors of laying hens,and then the ISM model was used to analyze the relationship and hierarchical structure of the factors.The research results show that 7 factors such as breeding scale,years of education,income ratio,farm site selection awareness,feed standard awareness,behavior attitude,and government support can positively affect the wish of clean production behavior of laying hen farm households,awareness of breeding mode and equipment configuration can negative affect the wish of clean production behavior of laying hen farm households.Among them,behavioral attitude and government support are direct factors at the surface level.Farm site selection awareness,equipment configuration awareness and feed standard awareness are middle-level indirect factors.Deep-rooted factors include breeding patterns,income share,years of education,and scale of breeding.The government's environmental regulations are the external impetus to promote cleaner production behaviors of laying hen farms.In this paper,a dual-population evolutionary game model and data simulation technology are used to analyze the strategic decision-making between the cleaner production behavior of the laying hen farm households and the government environmental regulations.The results of the study show that the cost of breeding farmers to implement clean production,the income from breeding,the government's penalties for the pollution of laying hens,the environmental protection taxes paid by laying hens,and the market share of green eggs can have a significant impact on the strategic choices of laying hen farmers;The social benefits(ie environmental benefits and social credibility)formed by the government's regulatory costs and the strategic choices of both parties can have a significant impact on government strategic choices.The specific effects are: reducing cleaner production costs for laying hen farms,increasing breeding income,increasing government penalties,reducing tax exemptions,and increasing market share of green eggs can promote cleaner production behaviors.Reducing the cost of government supervision and improving social benefits can promote government implementation of high-intensity environmental regulations.In short,reducing the cost of strategic choices by both parties and improving social benefits can promote government implementation of high-intensity environmental regulations.In order to promote the implementation of clean production behaviors of laying hen farm farmers,countermeasures and suggestions are put forward from four aspects: laying hen farm farmers,external environmental support,market guidance,and strengthening supervision: The first is to raise awareness of cleaner production in laying hen farms and promote the implementation of cleaner production behaviors;The second is to increase external environmental support to ensure that farm farmers implement clean production practices;The third is to strengthen market guidance and encourage farmers to implement clean production practices;The fourth is to improve the supervision of cleaner production by supervisory agencies and regulate the clean production behavior of farmers.
