At present,the improvement of water environment has become an increasingly important environmental protection project.Many cities give priority to the development of a protected water environment,and more and more attention is paid to the management of water environment.Water environmental governance projects currently have many forms of construction,and most of them are governments.Financial support;Now,PPP projects have been developed in China for several years,and the advantages and disadvantages of PPP projects have gradually become clear.The application of PPP projects in water environment governance will be a trend in the future,but compared with general project management,water Environmental management PPP projects have uncertain objectives in the process of implementation.They have different goals and requirements at different stages of the project.The final target needs will be changed during the project development process.The main problem in the water environment governance PPP project is still the issue of risk allocation in PPP projects.A poor allocation of risk may lead to abortion of the project.Therefore,the risks of water environment governance PPP projects need to be more fair,systematic,and more efficient.The water environment governance PPP project risk factors obtained a relatively reasonable evaluation index and evaluation index system through the questionnaire survey method and expert scoring method.Then the entropy method was used to construct a matrix of risk factor indicators for the water environment governance PPP project,and then the matrix and weights were implemented.,the degree of consistency of the contribution value and the final comprehensive evaluation means that the final evaluation of the risk factor indicators of the water environment governance PPP project will highlight the important risk factors in the risk factors of the water environment governance PPP project and construct a good evaluation index system.It provides an empirical reference for the application of entropy method in more fields.
