Since reform and opening up, the eastern region's economy develops rapidly, because of its convenient geographical advantages and the government's policy, and the speed of economic growth is above the national average, regional economic difference is increasingly prominent. With the increase of the eastern region's GDP, people has higher requirement for the quality of the local environment. The local pollution intensive industries begin to shift to environmental regulation looser regions, under the environment cost pressure. At the same time, under the existing environment control system in our country, the central and western local governments lower their environmental standards to attract eastern industries' transfer and develop its economy. In the short term, the transfer of pollution intensive industries to less developed areas will promote the development of local economy, but in the long term, this is not conducive to the sustainable development of economy.Based on the existing research, this paper studies the transfer path and mechanism of the pollution intensive industries from the perspective of environmental regulation. By constructing environmental regulation index and the pollution intensive industries' transfer index, time change tendency and space change tendency of pollution intensive industries was analyzed, using 31 provinces and autonomous regions of the country's 2004-2012 panel data, using fixed effects estimation from two aspects:national and regional to make an empirical analysis about the influence of environmental regulation on pollution intensive industries' transfer. Through the theory and empirical analysis, finally we get the following conclusions:Pollution intensive industries tend to be shifting from east to west, and the trend of the transfer of western regions is steadily rising. From the national level, environmental regulation has significant negative impact on the pollution intensive industries' transfer. From the regional level, this negative effect is stronger in the east than that in the central and western regions.Therefore, the central and western regions cannot blindly pursue economic development, should pay attention to environmental protection and coordinate economic development and environmental protection to help the economy's long-term sustainable development, promote the optimization and upgrading of industrial structure.
