Comprehensive Evaluation Of Phosphorus Resources Protection Development And Utilization In Hubei Province Based On Mining Economic Zone

With the increasingly constrained contradiction of phosphate resources and the intensification of environmental problems,how to improve the comprehensive utilization efficiency of phosphate resources and promote the sustained and healthy development of the local economy has become one of the issues that the government attaches great importance to.As a province with large phosphate resources in China,Hubei Province ranks first in the country in terms of phosphate reserves.Its natural resource advantages make important contributions to the local economy,but also bring about a single local economic structure,accelerated resource consumption,and the environment.A series of problems such as pollution and ecological deterioration have restricted the sustainable development of social economy in Hubei Province to some extent.To this end,comprehensive evaluation of the protection and development and utilization of phosphate resources in Hubei Province,to understand the problems in the process of protection and development of phosphate resources in Hubei Province,to analyze the main causes of problems,in order to achieve the least resource consumption and minimal ecological damage The purpose of obtaining the maximum benefit output is the key to achieving sustainable development of phosphate resources in Hubei Province.Based on the above background,this study firstly discusses the research background and significance,comprehensively combs the research status of phosphate mineral resources protection and development and utilization,and based on system theory,sustainable development theory,resource industry economics,resource endowment theory and other minerals.The discussion on the theory of resource protection and development and utilization,expounded the concept of mining economic zone,protection of phosphate rock resources and development and utilization of phosphate rock resources.Secondly,this paper constructs a comprehensive evaluation index system for the protection and development of phosphate resources.After determining the method and evaluation index system,the three-stage data envelopment analysis(DEA)is selected as the comprehensive evaluation method for the protection and development of phosphate resources,and the protection and development of phosphate resources in the mining economic zone of Hubei Province.The evaluation results show that the actual mining capacity,enterprise scale,ownership structure and environmental governance investment have significant impact on the protection and development and utilization efficiency of phosphate rock resources;The overall efficiency value of the phosphate rock economic zone in Hubei Province is generally low,and is mainly affected by scale efficiency;The level of resource protection and development and utilization between the four major phosphate mining areas is quite different,mainly affected by technical level and scale benefits.Finally,from the aspects of technological improvement,resource integration,and policy and law formulation,the countermeasures and suggestions for promoting the comprehensive efficiency improvement of phosphate rock resources protection and development and utilization in Hubei Province were pointed out.
