Research On Social Responsibility Risk Managemnet Of The Refining Company HR Under The Cobalt Supply Chain

In the face of escalating risks and social responsibility issues in the cobalt supply chain,not only shall the enterprises in the supply chain be responsible for their own business objectives,environment and direct stakeholders,but also for all the consequences caused by their business activities directly or indirectly,as well as the implementation of risk management.At the beginning of 2016,the Amnesty International has issued a special report to expose the worst forms of child labor that existing in the cobalt artisanal mining in D.R.Congo,which was officially recognized by mutiple stakeholders.Along with the follow-up reports by various of medias and NGOs,this issue has been gradually fermented and eventually turned into a collective distrust by the downstream enterprised to their upstream participants,especially the cobalt refiners who has been defined as choke point.Represented by the company HR,the Chinese cobalt refiners,who had placed investment and established plant in D.R.Congo,has to carry out the cobalt supply chain social responsibility risk management,in order to meet the requirements of downstream customers and the expectations of other stakeholders.The theoretical basis of this paper is the Chinese Due Diligence Guidelines for Responsible Mineral Supply Chains published by China Chamber of commerce of Metals,Minerals & Chemicals Importers & Exporters(CCCMC).Based on the previous research results,this paper has firstly combed the existing literatures on stakeholder theory,supply chain management theory and corporate social responsibility theory.Secondly,this paper has interpreted the experience of risk management of Zhejiang Huayou Cobalt Co.,Ltd,who is a typical cobalt refinerm in response to the social responsibility crisis in the cobalt supply chain.Thirdly,based on the SWOT analysis,this paper has analyzed the feasible strategies and then established the schematic diagram for the for the risks management.Finally,through the expert scoring method,this paper identified and evaluated the main social responsibility risks existing in the key chain of the company HR's cobalt supply chain,and combined with the fishbone diagram in order to provide the basis for the development and implementation of the risk management plan.Through above researches,this paper has clarified the key chain of the company HR within which to implement the social responsibility risk management and established the theoretical supporting system for it.Thus satisfying customers and the market's expectation of responsible sourcing of cobalt resources for the company HR,in terms of improving the reputation of the company HR in the cobalt industry and cobalt supply chain,to achieve win-win cooperation for all the stakeholders.
