Evaluative Study On Policies For Energy Conservation And Emission Reduction From The Perspective Of Regional Environmental Governance

At present,China is facing a tense resource and environmental situation.The heavy use of fossil fuels energy sources has caused serious environmental pollution problems.At present,China has entered the critical period of the "the 13 th Five-year Plan".China must complete the 2020 consumption reduction target,and at the same time lay the foundation for the goal of peak carbon emissions in 2030.Therefore,the task of energy conservation and pollution emissions reduction is very difficult.As one of the important cities in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),the environmental quality of Huizhou has always been among the top in the country.However,with the vigorous development of petrochemical and other industrial industries and Huizhou continuous acceptance of foreign industries,environmental pollution problems are gradually exposed and the pressure on environmental governance continues to increase.In the context of the "13th Five-Year Plan" for energy conservation and pollution emissions reduction,this article takes the local energy conservation and pollution emissions reduction policies promulgated by the Huizhou Municipal Government as the research object,and analyzes the how the Huizhou's energy conservation and emission reduction policies work on regional environmental governance based on the full interpretation of policy content.It is of great significance to promote better environmental governance.Policy instruments,policy objectives,and tendency of policy actions can well reflect the ways in which policies work,and can provide significant help in analyzing the energy conservation and emission reduction policy.The article selects the energy conservation and pollution emission reduction policies promulgated by the relevant departments and agencies of the Huizhou Municipal Government since the "the 13 th Five-year Plan" as research objects.After careful study,20 useful policies were screened out.Using policy terms as analysis units,135 analysis units were selected through intensive reading of 20 policies.By constructing a three-dimensional analysis framework of policy instruments,policy objectives,and policy action tendencies,classification and statistics of analysis units are conducted from different dimensions.Observe the distribution of policy types in each dimension,so as to analyze the problems existing in the current energy saving and emission reduction policies of Huizhou and make corresponding suggestions.It was found that the environmental protection policy of Huizhou had excessive environmental policy instruments,negligent demand policy instruments,too much emphasis on administrative goals and neglecting essential goals.It has problems such as unbalanced use of “energy conservation” and “emission reduction”,unbalanced use of “independence” and “comprehensive” on the dimension of the action tendency,uneven application of policy instruments in different dimensions,and unreasonable policy coordination structure.The Huizhou government urgently needs to increase the use of demand-based policy instruments to a certain extent and reduce the use of environmental-based policy instruments;optimize the internal structure of policy instruments and balance the application of policy instruments on policy goals and policy role tendencies;and make good use of strategic measures Carry out special actions to promote the optimization and upgrading of the industrial structure and energy structure.
