Water is an indispensable natural resource for human development and the material basis for human beings and all living things to survive.With the rapid development of urbanization and industrialization,the global water environment is deteriorating,and the shortage of water resources is becoming increasingly prominent.How to find alternative products of water resources has become a major problem that countries need to solve.In recent years,the traditional water resources are mostly assisted by the way of developing new water resources.Waste water treatment and recycling is an important part of the development of new water resources at this stage,which has been recognized by the business community,academia and government departments in theory and practice.The government environmental regulation is an important policy to promote the development of renewable water recycling,and the government's different subsidy policies are analyzed in depth Policy is very important to the price of reclaimed water and the market demand.The government should also consider the great ecological and environmental benefits of reclaimed water reuse when making economic policies by using its special means such as policy-making,legal constraints and administrative management.Firstly,based on the literature review at home and abroad,this paper summarizes the current research status and existing problems of renewable water subsidy policy.Then,in view of the actual situation that the renewable water enterprises and users are lack of motive power for renewable water production and reuse,based on the premiseof independent operation of enterprises and pricing of renewable water market,the two-stage dynamic game models of government directly subsidizing renewable water enterprises and government directly subsidizing renewable water users are established respectively,and the two cases of considering ecological environmental benefits and not considering ecological environmental benefits are compared and analyzed,The influence of different government subsidy policies on the price and market demand of reclaimed water,as well as the influence of the change of relevant parameters on the income of reclaimed water enterprises and the total social benefit.The results show that:(1)when the government directly subsidizes renewable water users,the larger the subsidy rate is,the higher the market price of renewable water is,while the market share of renewable water increases with the increase of subsidy rate,and the market share of tap water decreases.When the acceptance of reclaimed water is low,the production cost of reclaimed water enterprises is reduced and the price of tap water is increased,the government should guide more users to use reclaimed water by controlling the market price difference between reclaimed water and tap water.(2)When the government directly subsidizes renewable water enterprises,the subsidy amount is negatively related to the price of renewable water,and positively related to the demand of renewable water.The increase of production cost of reclaimed water and residents' acceptance of reclaimed water will increase the market price of reclaimed water and narrow the price difference between tap water and reclaimed water.At this time,the government should increase subsidies.(3)When the eco-environmental benefits of reclaimed water increase,the government will increase the subsidy rate accordingly.Using the eco-environmental benefit index system,this paper calculates that the eco-environmental benefit of Xi'an renewable water expansion project reaches 192 million,and the eco-environmental benefit of unit reclaimed water is 0.22.The benefit of ecological environment is about 1.7 times of its resource income,which indicates that the existence of eco-environmental benefit will affect the reuse degree of renewable water.(4)Through the numerical simulation,we get the equilibrium solution of each variable under the two kinds of subsidies,and find that under the two kinds of incentive policies,the change trend of the price and the totalsocial benefit are the same,and the equilibrium solution of the total social benefit is the same.
